Overview of the job    

The role supports the Regional Probation Director to provide leadership and management across the Probation Service Region dealing with a diverse range of issues, which includes Ministers, the Permanent Secretary, HMPPS CEO, other Government Departments and wider departmental and external stakeholders including MOPAC and the Metropolitan Police.

This includes effective running of the Regional Probation Director's Office providing swift and suitable escalation routes for all issues relating to the Probation Service and delivery of the Agency's objectives.

The environment is demanding and the jobholder will need strong influencing and relationship management skills and develop a strong level of knowledge of high priority issues across the range of Agency business. The job holder will be able to speak authoritatively about the work being undertaken and make decisions that reflect the needs and priorities of the Regional Probation Director.

Summary    

The role is responsible for ensuring that the Regional Probation Director has the information they need, alerting them to the key actions which they are required to take and progressing actions on their behalf. This includes oversight of the RPD e-mails and related correspondence to ensure that all necessary action is taken forward by the business.

With excellent leadership and management skills, developing staff and gaining the confidence of the senior team, the role will provide business management to the Regional Probation Director and a strategic problem-solving function to the whole of the Probation Service Region.

The job holder will undertake projects and pieces of work on behalf of the Regional Probation Director when required.

Responsibilities, Activities and Duties    

The job holder will be required to carry out the following responsibilities, activities and duties:

  • To assist the Regional Probation Director to provide leadership across the organisation, communicating their priorities, helping to shape corporate policy development, and ensure effective implementation.
  • Managing the day-to-day running of the RPD Office, including: direct line management responsibility of staff; providing leadership to the team; providing business management to the Regional Probation Director and a strategic problem-solving function to the whole of the Probation Region.
  • Maintain a broad and thorough understanding of the wider Agency's business, including Ministerial priorities, with particular focus on corporate issues; finance issues; presentational handling; efficiency; priority and strategic direction.
  • Liaise with the AED Office, DG Office and the Press Office on matters of ministerial interest and sensitivity providing briefings and following up on actions.
  • Providing strong and effective change leadership; actively and visibly role modelling the values of being inspiring, confident, and empowering, in line with the Civil Service Leadership Statement.
  • Owning and developing the offices' governance infrastructure to ensure that delegated authority is given, and effective decision making is enabled to support the effective operation of the Probation Region.
  • Developing strategic relationships with key partners and stakeholders across MOJ and government to ensure our business and strategic objectives are achieved.
  • Ensuring that their area of accountability fits within the HMPPS/MoJ's financial envelope and that it continues to deliver efficiently and effectively for its users, while seeking appropriate sources of funding to support joint interest work with our strategic partners.
  • Lead on projects as set by the Regional Probation Director which deliver regional objectives in line with HMPPS priorities.
  • The ability to analyse and absorb complex policies and issues very rapidly across a wide and diverse portfolio with confidence and credibility; and an excellent understanding of the political context and an ability to tailor approach accordingly.
  • To be resilient, able to lead people through change and inspire those around them, be highly collaborative and communicate effectively at a variety of different levels.
  • Providing strong and effective change leadership; actively and visibly role modelling the values of being inspiring, confident, and empowering, in line with the Civil Service Leadership Statement.

This role provides direct support to the Regional Probation Director in their management of HMPPS and delivery of the Agency's objectives and maintaining effective relationships with key internal and external stakeholders including:

  • All Probation Regions across England and Wales.
  • Regional Probation Director and Executive Directors.
  • Ministers, Wider-Government, including No.10.
  • The MoJ Executive Committee (Permanent Secretary and Departmental Directors General).
  • HMPPS CEO.
  • The HMPPS Agency Board and Leadership Team; and Agency's Non-Executive Directors.
  • MOPAC.
  • Metropolitan Police
