The post holder will be responsible for delivery in a catchment area shared with partner agencies, including the following Prisons, Young Offenders Institutes and Youth Custody sites:

Haverigg, Lancaster Farms, Kirkham, Preston, Garth, Wymott, Buckley Hall, Forest Bank, Liverpool, Hindley, Altcourse, Risley, Thorn Cross, Styal and Barton Moss.

Overview of the job    

Regional Counter Terrorism Leads (RCTL) work as part of the Operational Delivery team in the Joint Extremism Unit (JEXU). JEXU is made up of a combination staff from HM Prisons and Probation Service (HMPPS) and the Home Office’s, Homeland Security Group (HSG) and sits within the Directorate of Security.

This is a Regional role responsible for managing delivery of HMPPS’ responsibilities in the Government’s Counter Terrorism Strategy (CONTEST) within a designated region (boundaries shared with CT Policing), in line with the Managing Extremism and Terrorism Amongst Offenders in Custody and the Community Policy Framework.

A RCTL provides operational support and guidance (based on operational experience) to partner agencies and prison managers in both Public and Contracted Prisons, Immigration Removal Centres and Youth Custody Service sites within their region.

RCTLs have line management responsibility for several Prison Prevent Leads (PPLs – specialist prison officers) as well as one BAS (Business Admin Support) within their designated region.

Post holders will be required to regularly travel to HMPPS establishments and partner agency buildings and offices

Summary    

This role requires close working with partner agencies, to provide strategic and risk management support to establishments holding offenders who are remanded or/convicted of TACT and TACT connected offences, as well as those identified as being a terrorism risk or vulnerable to forms of radicalisation. All of these grouped are managed via the Pathfinder case co-ordination process.

Prisons

Providing support and guidance to prison managers on building counter-terrorism capability and nominal management in both public and privately managed Prisons, Immigration Removal Centres and Youth Custody Service sites within their region.

Partners

Working with establishments and partners to broker and facilitate partners operations in prison. This involves agreeing suitable tactics to maximising the value added, whilst minimising disruption to establishments. Ensuring intelligence (including sensitive) is managed and shared appropriately to enable effective risk management and case co-ordination.

HQ

Providing advice on operational matters to JEXU, wider HMPPS HQ and HSG on national CT policy, projects and strategy.

The RCTL must act with the highest levels of personal and professional integrity and champion these qualities in others. The role can require sensitivity and can also expose the post holder to evocative evidence and intelligence.
 
Responsibilities, Activities and Duties    

The job holder will be required to carry out the following responsibilities, activities and duties:

CT support to prisons:

To be regional Point of Contact (PoC) for CT matters for all prisons within their region, acting as a source of information, guidance, and support. This includes; supporting prisons in developing their CT capability, providing advice on effectively identifying, reporting and managing CT risks in prisons to support CT business delivery.

CT Risk management via Pathfinder

To provide specialist advice at all local Prison Pathfinder meetings in their region and to chair the Regional Pathfinder Meeting including contributions from all key partners in attendance, ensuring that CT risk is effectively managed in the region.
This will include managing referrals to Separation Centres, supporting MAPPA (Multi Agency Public Protection Arrangements) and EPP (Enhanced Parole Process).
Partnership working with Police and other partner agencies
To be key regional Point of Contact (PoC) for CT Police and other partner agencies, building and maintain good working relationships with Police and other LEA partners in their region in line with Memorandums of Understanding (MoUs) and operational guidance. Providing specialist input and prison context, to support intelligence development and tactical deployment
To represent HMPPS at CONTEST and Prevent Strategy Boards for their defined Region

Intelligence Management & Analysis:

To work with LEA (Local Enforcement Agency) partners, NIU (National Intelligence Unit), Joint CT Prison and Probation Hub (JCTPPH) and establishment Security teams to gather, develop and disseminate intelligence to support the identification and management of prisoners known to be, or suspected of being extreme in their views or behaviour.

Tactical Management:

To work with establishments, National Operational Assurance Team and partner agencies to coordinate the tactical management and transfer of TACT, TACT connected and other high risk CT nominals using the High-Risk Pathfinder Nominal (HRPN) process

Interventions

To work with the regional psychology and CT-ARC teams, fulfilling the role of Programme Manager in commissioning specialist CT interventions & assessments (inc. ERG, ERS, CC, DDP, ChIPs) as required.

Staff development & Support:

To line Manage Prison Prevent lead, Business Admin Support and CT Officer where applicable, ensuring that they have access to suitable development opportunities

Duty CT Lead:

To carry out national “On Call” out of hours duties on a regular prescribed rota. This will cover evenings, nights, bank holidays and weekends. The out of hour’s role ensures 24/7 provision including terrorist incident response and other urgent CT related requests from JEXU HQ, establishments, CT Policing and partners.
