Job description

Over the last few years we have successfully built the team and systems required to deliver Business Intelligence and Record to Report (R2R) services to the department.

We are now looking for lead developers to help us take our capability to the next level, as we begin the journey on the UNITY programme, to design and deliver a new platform and Shared Services to 80,000 civil servants in Department for Transport (DfT) Group, DLUHC and HMRC.

R2R is a corner stone of Shared Services and provides the information required by users for decision-making in each department. Your job will be to lead the design and delivery of one of the three areas that make up R2R Centre of Expertise in DfT Finance Operations:

  • Planning Budgeting and Forecasting.
  • Consolidation and Group Reporting.
  • Business Intelligence and Operational Reporting.

You will have a broad role requiring strong stakeholder skills, to collect and analyse user requirements, shape a design, build and test the solution and continuously improve the systems once in production.

You will bring significant demonstrable experience and competence as a developer in the SAP products we use.

Responsibilities

Include, but not limited to:

  • Provide technical leadership to the department on the products making up the R2R solution. Promote knowledge sharing and adoption of good practice
  • Represent DfT at appropriate Unity forums through design and build phases to ensure the collective position of DfT stakeholders is represented
  • Regular engagement with DfT stakeholder community, in particular our business units, through working groups and communities of practice
  • Analyse R2R processes to identify and implement opportunities to optimise processes. Lead and develop a team of experts to deliver service improvements Evaluate and establish requirements for the implementation of changes setting the strategy and standards to be followed
  • Technical responsibility for all the stages and iterations of development projects. Provide technical advice to stakeholders and set the team-based standards for programming tools and techniques
  • Define and apply modern development standards throughout solution design and build. Advise on the right way to apply standards and methods to ensure compliance
  • Provide tier 3 support, identify, locate and fix faults across the R2R platform. Coach service desk staff to be able to take on support and provide pathway for future developers
  • To support the design and development of Finance product roadmaps to ensure the maintenance of platforms, exploitation of data and innovation of new features.

Person specification

  • Strong stakeholder and engagement skills, to actively engage with teams across the DfT family, understanding and representing their needs.
  • Being able to translate information by developing and sharing concepts and proposals clearly and succinctly to the wider programme community.
  • Managing relationships, at all levels carefully, to build and deliver effective communication and engagement plans.
  • Excellent communication skills with a track record of working with and through a wide range of stakeholders, often at senior levels.
  • A strong team player who is a self-starter with the ability to work in a dynamic culture of change, who is adaptable and willing to review priorities to meet the current and future needs of the team.
  • Be able to manage and deliver several competing priorities to tight deadlines. 
  • Excellent organisational skills with experience of identifying, facilitating, and delivering events to a wide range of colleagues.

Additional Information

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance. 

Occasional travel to other DfT offices will be required.

  • Delivering R2R services in a government setting, providing solution support to end users.
  • Managing relationships, at all levels carefully, to build and deliver effective communication and engagement plans and working with third parties to design and develop R2R solutions.
