The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them.

This role will support the collation and analysis of data and MI requirements for the Estates Directorate and its customers, to produce meaningful insight and knowledge to the activities of the Strategy, Portfolio and Leasehold team.  It will support information with the ‘So what?’ view to drive efficiencies and strategies from evidenced based strategic and operational decision making.

 Key accountabilities

  • Understand the strategic drivers for Estates to ensure clarity in providing portfolio strategy and planning with evidenced based data and MI.   Support the balancing of business need with (but not limited to) property quality & sustainability, total property cost & value for money, lifecycle investment, market cycles & supply, utilisation.
  • Provide analytical insight to help drive operational and strategic decision making including defining appropriate metrics to ensure all services delivered across the portfolio, including the tracking of policy and compliance.
  • Remaining alert to emerging issues and trends which may impact Estates and your team’s area of work.
  • Ensure cross government reporting requirements are met as relate to property strategy (eg utilisation), and how the strategies and activities create value and meet the diverse needs of all stakeholders.
  • Act as the receiver of MI & reporting from the Integrator, developing a relationship and framework with them to meet the needs of Estates business relating to MI & Data.
  • Develop a footprint view of the DWP Estates Portfolio with cleansed and appropriate data, incorporating the holistic view of the portfolio and estate including data provision from the Integrator supply partner.
  • Develop insights and analytics focus to the role, using the most effective measures, metrics and insights to understand the variable and total costs of occupancy as required.
  • Actively lead the culture of verified data to produce knowledge and insights by developing and embedding appropriate tools and reports to drive improvement and commercial decision making across the Department.
  • Provide analytical insight to senior Estates leaders to help drive operational and strategic decision making which will influence how service provision to customers or investment.
  • Provide comprehensive benchmarking analysis across portfolio / government departments and with external organisations, to inform the efficiency and effectiveness of the DWP Estate.
  • Ensure a high level of insight and awareness of the Estate’s portfolio and activities based on data and information to ensure value and continuous performance.
  • Seek to continually improve analytics and reporting and how this is shared with the wider business by communicating in a straightforward, honest and engaging manner, choosing appropriate styles to maximise understanding and impact.
  • Encourage joined up team work across Estates, establishing professional relationships with a range of stakeholders across Estates, supplier partners and wider Government Departments.
  • Support the development and delivery of the property portfolio strategy.
  • Encourage ideas for change from a wide range of sources, working with others to identify areas for improvement, supporting the continuous improvement of the Estates directorate through business intelligence gained from accurate and relevant Data & MI.
  • Be a supporting liaison between Office of Government Property and the Estates directorate for all information returns and requirement.
  • Work in a ‘one team’ cultural approach of partnership with the Integrator and other supplier partners.

Person specification

Essential Skills, Knowledge & Experience

  • Demonstrable experience within a data driven environment
  • Experience of building reporting dashboards and developing analytics solutions, with a customer and business focus
  • Ability to collaborate and partner with various teams, supplier partners and stakeholders is essential
  • Experienced in data manipulation and interrogation and experience in a range of analytical tools
  • Ability to translate & explain MI outputs to a non-technical users and develop actionable plans

Ideally working towards RICS (MRICS/FRICS) or alternate data analysis focused qualifications

Hybrid Working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.  This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
