Job description

The Department for Transport (DfT) has a series of National Rail Contracts (NRCs) with rail operators. These contracts mean that cost and revenue risk effectively sit with the Government, with rail operators receiving performance-based fees, including revenue incentive payments. Each year, rail operators produce annual business plans that set out the services they will provide, the budget required to deliver those services and the revenue they expect to generate from those services.

Our team is responsible for coordinating the business planning process for train operators. We ensure it fits between individual operator plans, Department and industry policies and strategies, the contractual basis and incentives for rail operators, and the industry financial settlement the Department agrees with His Majesty’s Treasury (HMT). We also provide internal promotion and coordination of revenue generating activities to improve the financial situation of the rail industry.

As Rail Revenue Development Lead, you will provide advice to the Department’s market teams that manage the rail operators’ contracts with the Department, and senior decision makers within Government on rail operator revenue generation activities.

You will be responsible for ensuring appropriate focus on revenue generation in rail operators’ business plans and providing sponsorship of the cross-industry initiatives to boost rail revenue. This work involves collaborating with our CAP team, other areas of the Department involved in rail revenue activities, the Great British Railways Transition Team (GBRTT) and expert advisers.

In this role your key responsibilities will include:

  • Coordinating and leading the revenue generation strategy and activities within DfT Passenger Services, collaborating with various teams within the Department to achieve those aims as part of DfT’s wider strategic goals for the railway.
  • Acting as centre of expertise on marketing activities within the Department, drawing on industry expertise and other sources and sponsoring DfT approval of marketing expenditure by rail operators and GBRTT.
  • Developing revenue growth monitoring tools, working with our Market Teams, Passenger Services Finance, Rail Analysis and GBRTT to coordinate activity and provide better information and insight on the effectiveness of revenue recovery initiatives by the industry and operators as part of improving rail industry finances.
  • Collaborating with the GBRTT Passenger Revenue & Marketing group within GBRTT to support revenue growth, as well as other activities within DfT that GBRTT is involved in.
  • Leadership of revenue generation input to the development of medium-term rail operator business plans and strategy.
  • Delivering the revenue aspects of the Department’s “Request for Business Plan” instructions going to operators as part of the Annual Business Planning process, and leadership of the evaluation of the business plans.
  • Line management responsibility for one Grade 7 Commercial and Revenue Manager.

You will bring experience of working within a high value commercial environment, where sustainable revenue generation is important.

You will have excellent stakeholder management and interpersonal skills to build positive working relationships with our internal teams, specialist advisers, and external industry partners.

You will be an engaging leader and confident presenter, with the credibility to lead and influence at senior level, and to drive decisions in an often uncertain and changing environment.

You will have the capability and confidence to deal with financial and operational data to support recommendations and decision making.

You will take a proactive approach, displaying a high level of personal resilience to work under pressure and maintain your performance levels under challenging circumstances.

Additional information

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance. 

You will have the option to be either based in our Leeds or Birmingham office attracting the national salary, or London office attracting the London salary. Occasional travel may be required to attend meetings held at London and with our industry partners.
