Directorate: Property, Facilities Management Team

Location: National, at any HMCTS site

Based on current ways of working, work location is likely to be a combination of working from home and from the office, dependent on business needs.  This role requires regular travel and overnight stays as necessary.

The Facilities Management team has a wide remit, including the Duty Holding responsibility for HMCTS, managing our property and facility management services in all serviced premises and buildings across all our estate, comprising c.370 sites. The team also leads on the management of building compliance.

About the role

The Quantity Surveyor position represents an exciting new addition to our team, offering the ideal candidate the chance to sculpt and direct the role in alignment with organisation’s primary objectives. 

The role will sit within HMCTS Property Directorate and will be responsible for the effective management of cost at both a project and programme level, incorporating a strategic role with day-to-day cost control. Providing expert specialist and professional financial and cost management expertise and oversight of all buildings and systems across a large and varied HMCTS estate, supporting Duty Holders, Deputy Director, Head of Technical and Assurance, Head of Facilities Management and Head of Security as well as many other HMCTS departments and suppliers who work with the Property Directorate and the wider MOJ or Government departments as required. The impact of the role will be making sure we spend public money wisely in accordance with recognised financial constraints and protocols. You will be expected to be the cost management subject matter expert, this is a challenging, frontline and visible role. 

Your role as Quantity Surveyor encompasses several key aspects (but not limited to):

  • To provide strategic and technical support to the HMCTS Property Directorate, ensuring that cost is managed appropriately across the delivery of all aspects of the directorate such as routine Facility Management (FM) support, small works projects, future FM contract provisions and our larger capital investment project works.
  • Attend regular management and supplier meetings at regional and national level, as required and facilitate and lead on the presentation of reporting to Duty Holders and senior leaders. 
  • Support the Capital and Revenue (Resource) Maintenance Plan by reviewing the technical solutions within the forward maintenance register to ensure they are in line with HMCTS’s objectives and aims, and with legislative compliance.
  • Challenge solutions proposed by suppliers to ensure value for money (VFM) and provide alternative options where required.
  • Review projects and small works to ensure the Property Directorate and Government policy is followed, e.g., Construction Design Management Regulations (CDM), Government Soft Landings (GSL).

Person Specification:

The ideal candidate for this position should demonstrate the following:

Essential Skills, Qualification and Membership

  • You must hold a professionally recognised cost or Quantity Surveying qualification at a senior level (e.g., or MRICS/FRICS similar) and a well-developed background in cost management on large and complex construction project.
  • You must hold membership in a recognised professional body, like RICS, IET, CIBSE, IMechE, ICPHE, or a similar organisation, and should either possess or be actively pursuing incorporated/chartered status.
  • Experience as a property or building services professional, with in-depth knowledge of asset and risk management strategies.
  • A good understanding of the costing and practical delivery of works.
  • A deep understanding of the issues involved in managing a large operational and administrative estate, including customer management and supply chain management.
  • Experience of managing crisis situations in relation to asset management functions.
  • Experience of working at a senior level and providing oral and written briefings.

Desirable

  • Experience of successfully leading, motivating and managing in-house and outsourced teams through a period of significant change.

Additionally, you will be asked to deliver a 10-minute presentation showcasing your technical knowledge in any of the essential criteria outlined in this role which will be followed by a short question and answer segment from the panel. A detailed brief for the presentation will be sent to you via email one week before the start of your interviews.

Finally, you will be asked a behaviour-based question, in relation to the behaviour “Changing and Improving” (Level 4).
