Job description

The Geospatial Commission is looking for a Project Support Officer to play a key role in the delivery of a high-profile programme to build a new digital map of what is buried beneath our streets. This is an opportunity to work within a high-performing team to deliver a significant innovation which will unlock huge economic value for the country.

Spatial applications give us new insight into our place in the world, from tracking a parcel as it is delivered to your door, to our creation of a digital map of the pipes and cables that are buried underground. 

The Geospatial Commission has been set up to pursue an ambitious national strategy to unlock the economic, social and environmental opportunities offered by location data technologies and services across the whole economy. This means we:  

• Provide strategic oversight of the geospatial ecosystem in the UK, setting geospatial strategy, policy and standards.
• Hold the budget for the public sector’s largest investment in geospatial data.   
• Make targeted investments in data projects that accelerate innovation and adoption of geospatial data applications.

This role supports one of those key priorities, the National Underground Asset Register (NUAR).

NUAR is a live Government Major Projects Portfolio (GMPP) programme delivering a new digital map that will revolutionise the way we install, maintain, operate and repair the pipes and cables buried beneath our feet. NUAR for the first time standardises, centralises and makes available privately and publicly owned data from 700+ organisations about the location of their underground utilities assets.

It is envisaged to deliver at least £490 million per year of economic growth through increased efficiency, reduced asset strikes and reduced disruptions for citizens and businesses. The use of NUAR will also underpin the government’s priority to get the economy growing; expediting projects like new roads, new houses and broadband roll-out.

The Project Support Officer will be responsible for supporting the programme and contract management function in the NUAR team. This will be a varied role, including managing the different plans across the programme, and supporting with information management, recruitment and workforce planning.

You will be responsible for ensuring that the different teams within the programme have the support they require, organising and running different governance and oversight groups, and providing ad hoc support to the programme’s leadership team.  

Specific objectives and deliverables include:

• Supporting all programme and contract management processes and reporting.

• Providing a secretariat function for the NUAR programme’s governance boards and decision-making forums.

• Managing the programme’s FOI responses, correspondence, and parliamentary questions processes to ensure that the GC fully meets the quality and response times expected for these.

• Providing administrative support to the NUAR Senior Responsible Officer as required, including managing diaries, commissioning meeting papers and briefings, and supporting SMT strategy meetings. 

• Working across the GC and DSIT to build and share project management best practise and ensure NUAR is joined up with the department’s work.

Skills and Experience

This role is ideal for someone who is well-organised and motivated, and for someone looking to develop their skills in project and programme management. Previous project management experience is not essential, but you will need to be willing to train in the relevant techniques and learn to apply these in the role.  

You will need:

A degree of comfort with ambiguity, combined with the ability to set up clear processes and functions. 

• Strong organisational and prioritisation skills and the ability to manage important and urgent tasks efficiently.

• Strong stakeholder management and communication skills, demonstrating an ability to engage professionally with senior officials.

• A team player and willingness to work collaboratively across the wider team.  

Experience/Ability - Essential criteria 

• Experience of managing the organisation of multiple areas of work.

• Ability to keep calm under pressure and juggle and engage across a wide range of issues simultaneously.

• Excellent interpersonal skills, with the ability to understand different perspectives and build effective internal and external networks and relationships.
