Overview

The Office of Accountant General (OAG) sits within the Ministry of Justice and is responsible for delivery oversight of the Court Funds Office (CFO). The CFO exists to discharge the legal responsibilities of the Accountant General and provides a banking and investment service for the civil courts in England and Wales, including the Court of Protection. There are approx. £2.5bn funds held in court, covering around 180,000 clients.

As part of the CFO Future Strategy Programme, OAG is working to implement a package of changes the delivery model of the CFO service, including digitalisation, and the transition of its operational delivery onto a new platform in partnership with its suppliers.

OAG is looking for a Project Manager to be part of its multi-functional CFO Strategy Delivery team, working across strategy, policy, legal, commercial, digital, finance and operational colleagues to help deliver the Programme’s objectives. This is a role that would suit someone who enjoys working with a broad range of stakeholders and who has excellent planning and co-ordination skills.

Role Summary

As Project Manager, you will report to the Grade 7 Project Delivery Lead and be responsible for the day-to-day management of the Programme projects, driving delivery to ensure objectives are clearly defined and achieved within the agreed time, cost, and quality constraints. You will work across stakeholders to ensure the agreed project outputs are delivered to enable benefits to be realised. Previous experience of working in a project delivery environment will be essential.

Key responsibilities

  • Project Management – Day to day management of the project plan. Set project controls. Design the project structure appropriate to stage. Select and apply appropriate delivery methodologies.
  • Monitoring and Reporting – Identify and set appropriate Project Controls. Track and report delivery against milestones. Manage project controls and produce weekly project reporting for review with the Project Delivery and Strategy Delivery Leads.  
  • Admin – Ensure organisational tasks are carried out efficiently. Provision of secretariat duties and support for Programme Board and other meetings as required.
  • Budget – Track delivery within budget.
  • Business Case – Support Business Case development and delivery.
  • Resources – Schedule/manage resources to deliver the project.
  • Risks and Issues – Ensure RAID (risks, assumptions, issues & dependencies) log is kept up to date, escalate any issues to Project Delivery and Strategy Delivery Leads.
  • Governance – Provide key reports and support effective governance and decision making.
  • Assurance – Support or set appropriate project assurance.
  • Stakeholder Management – Identify key stakeholders and develop effective relationships.
  • Other ad-hoc Duties - As required.

Key skills and knowledge

  • Planning - Planning is the ability to define the fundamental components of a project in terms of its scope, deliverables, time scales, resource requirements and budget. It also includes the production of broader plans incorporating risk and quality to provide a consolidated overview of a project. 
  • Scheduling - The ability to develop, produce and maintain schedules for activities that take account of dependencies, resource requirements and constraints to enable the efficient realisation of benefits.
  • Collaboration - The ability to establish and develop productive relationships with internal and external stakeholders, bringing people together to benefit the project. 
  • Conflict resolution - The ability to recognize, anticipate and effectively deal with existing or potential conflicts at an individual, team or strategic level.

 Specific Experience Required

Essential

Experience of co-ordinating across teams, establishing processes, and working to fixed deadlines. 

Desirable (not mandatory)

PRINCE2 Foundation qualification or APM (Accredited Project Management) qualification.

Travel

This post is advertised nationally but travel will sometimes be required to other locations where team members are based as needed.  

A base location near or within the region will be allocated to the successful candidate, as set out below. The post holder is expected to meet their own travel costs to and from their base location. If required to attend a location other than their base location, post-holders may be entitled to claim some or all any extra expense (beyond the usual base location travel costs) in line with the Travel & Subsistence policy.

The successful candidate will be appointed to either one of the locations specified in the advert or, if nearer to their home, an alternative MoJ office location in the region which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed upon completion of pre-employment checks.

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances.
