The NHS Pay, Employment Services and Industrial Relations Directorate is responsible for policy on national pay and contracts for over a million NHS staff, as well as leading the government response to strikes within the NHS.

Job description

The post holder will support one of the Senior Policy Managers in the pay team.  

The role will primarily focus on managing a commercial contract, which is a key contributor to the Department's development and delivery of NHS workforce policy. As the contract is up for re-procurement this is an exciting opportunity to lead the development of a future service model which delivers on the Department’s priorities. 

The successful candidate will also support overall policy development on pay and terms and conditions for medical staff, as well as supporting the Senior Policy Manager to provide evidence to the pay review bodies which make recommendations on the pay of NHS staff. 

Given the nature of  the Directorate, there may be opportunities to be involved in other workstreams across pay and industrial relations.

Person specification

The postholder will: 

Be responsible for managing a commercial contract, ensuring compliance with Departmental standards, pursuing and evidencing value for money and identifying and managing risk. 

Work closely with commercial and procurement experts in the Department on a project to develop and deliver a commercially sustainable future model for the service provision.  

Develop collaborative relationships with internal and external stakeholders. 

Support policy development on aspects of medical pay, for example involvement in work focused on ending current industrial disputes.  

Support the annual pay review body process for NHS pay at all key stages. 

Key skills and experience required for the role:

The successful candidate should have experience of: 

Working collaboratively with multiple stakeholders, building and maintaining connections with diverse groups of people who may have competing priorities

Involvement in complex projects, including managing risk and delivering to tight timescales 

Communicating complex ideas to different audiences with variable pre-existing understanding using appropriate language and tone

Delivering high quality outcomes that meet needs and provide value for money

They should be able to demonstrate the following skills: 

Excellent verbal and written communication skills

Strong interpersonal skills and ability to rapidly build constructive relationships

Ability to work at pace, managing multiple priorities and responding flexibly to competing demands 

Ability to understand complex problems and their wider context, developing policy options that analyse and use evidence from different sources, and then communicate those options with confidence and clarity

Your normal place of work will be your contractual primary workplace, usually either London or Leeds.  Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support. 

You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate. 

Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need. 

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.

This role is being advertised on a permanent basis. New Entrants to the Civil Service

New entrants appointed in grades AA to G6 will receive DHSC’s modernised terms and conditions:

  • Annual Leave: 25 days on entry rising by one day for each completed year of service to a maximum of 30 days and pro-rata for part-time staff
  • Privilege Leave: 1 day - for the King’s birthday
  • Hours of Work: 37 hours (net) per week for full time staff in all geographical locations, including London and pro rata for part-time staff
  • Occupational Sick Pay (OSP): one month full pay/one month half pay on entry, rising by one month for each completed year of service to a maximum of five months’ full pay and five months’ half pay
  • Mobility: Mobility clause in contracts allow staff to be mobile across the Civil Service
  • Probation: 6 month probation period
