About Homeland Security:

The Homeland Security Group (HSG) unites capabilities and expertise to deliver better outcomes from the UK’s response to the most serious domestic threats – Terrorism, Cyber, State Threats and Economic Crime.

The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.

As a part of the Home Office, the role of the Homeland Security Group is to:

  • Support the Home Secretary to develop and implement strategies to keep our people and interests safe and secure
  • Build HMG capabilities to reduce national security risk
  • Reduce volume of, and harm from, economic crime, particularly for the most vulnerable
  • Work in partnership with public and private sectors in the UK and overseas to deliver better outcomes
  • Ensure legitimate economic growth and prosperity 

Location

Job description

As a Project Manager in the Economic Crime Portfolio you will be working on one of three Government Major Project Portfolio Programmes (GMPP) that are at the forefront of tackling economic crime. This role presents a great opportunity to work in a delivery area where you can make a real-world impact and contribute to the security and prosperity of the UK. 

Economic Crime is a significant threat to the security and the prosperity of the UK, impacting citizens, private sector businesses and the government. Our Directorate looks to address this threat across a portfolio of programmes and multiple departments (including the NCA, HM Treasury, UKIC and MoJ and policing). 

Following significant investment through the 2021 Spending Review and the introduction of the Economic Crime Levy in 2023, we are delivering a suite of programmes to tackle the growing threat of Economic Crime. We are looking for 2 Project Managers to work on the Anti-Money Laundering Asset Recovery (AMLAR) Programme working alongside operational delivery partners in delivering these programmes.

We are looking for 2 SEO Project Managers to support a number of projects on the AMLAR Programme.

AMLAR Programme:
Monetary gain sits at the heart of most criminality.  To benefit, criminals need to launder their ill-gotten gains.  Tackling money laundering requires a co-ordinated, cross system response in order to disrupt and dismantle criminal business models that cause significant harm to victims and undermines our democracy and economy.  

To tackle this, the AMLAR Programme builds on the Economic Crime Plan (HM Treasury and Home Office, 2019), Asset Recovery Action Plan (Home Office, 2019) and UK Anti-Corruption Strategy. It will deliver uplifts to strategic communications, intelligence and investigative capability and new technology, to improve the prevention, detection and disruption of money laundering. 

Responsibilities:

• Delivery – supporting the programme’s delivery through each stage of the project lifecycle to help achieve the intended outcomes in alignment with cost, quality, and time parameters

• Business Case – maintain an awareness of current/ future trends and planned scope changes which may impact the baselined business case, working with the Senior Project Manager to maintain its ongoing development, including the development of cost benefit analysis for future programme scope

• Benefits Management – support development of a clear benefits realisation plan, benefits reporting and benefits review to support the realisation of benefits, working with external delivery partners and the wider programme team when required.

• Stakeholder Management - develop effective relationships with internal and external stakeholders such as the National Crime Agency, City of London Police, and policing Regional Organised Crime Unit teams who are responsible for delivering key components of the Programme.

• Risks & Issues – identify and monitor programme risks and issues. Propose mitigating actions and escalate as appropriate to Senior Project Managers.

• Governance – support Programme governance and reporting arrangements, including the preparation and presentation of materials for the Programme Board and Working-level Delivery Groups, working closely with the Portfolio PMO team and Senior Project Managers.

• Assurance – support the Senior Project Manager by providing input into assurance processes and reviews via the PMO Team, including internal Home Office assurance

Essential Criteria

The ideal candidate will have these skills and experience:

• Experience of working in a large or medium complexity project team or lead for a small low complex project with good knowledge of project delivery methodologies and frameworks.

• Good working knowledge of governance and assurance processes and experience of supporting these processes in a project or programme.

• Experience of developing achievable and robust project plans in a project or programme environment, including dependency mapping.

• Experience of identifying and managing risks and issues to support delivery.

• Proven ability to communicate effectively across a diverse range of stakeholders using a range of mediums.
 
• Proven ability to form effective working relationships with key stakeholders and delivery partners.

Desirable Criteria

• Experience of supporting Government (GMPP) public sector projects.

• Experience of working closely with policy teams on project delivery.

• Experience in working with public sector stakeholders e.g. Law Enforcement, HMT, Other Government Departments, regulators, etc.

• Formal project management experience or have a recognised accreditation in professional project management such as APM Project Fundamentals Qualification, APM Practitioner Qualification, PRINCE2 Practitioner

Selection process details
