Are you an experienced Project Manager looking for a challenge?  We are looking for hard-working individuals with experience of project management and a willingness to bring new insights to the organisation for this exciting and high-profile role. The role offers project managers the chance to improve and learn new skills including resource management, industry engagement and working with other government departments such as Infrastructure and Project Authority (IPA).

The expiry of PFI contracts across government and in particular Defence is a significant challenge with all projects subject to a high degree of external assurance which will provide an opportunity to engage with senior stakeholders across different departments enabling your positive contribution to be seen widely. 

The Exit programme has the unique challenge of managing a portfolio of projects across multiple locations. This role will be responsible for the three contracts which deliver Water and Wastewater (WWW) infrastructure & services to support those living working and training on the Defence estate.

Establishing effective relationships with existing DIO teams and industry partners is a key aspect of the role to ensure successful outcomes. Candidate will need positive relationship management and networking skills.

There will be a significant tempo of task activity required to fully prepare for expiry which will include Asset and Equipment condition surveys, asset valuation, legal review, and contract obligations review. Some of these tasks will necessitate identification for commission and engagement of technical experts.

The majority of the Aquatrine stakeholders are based in Lichfield with some team members regionally based within the UK. Travel to other Defence locations is required as part of role along with line management responsibilities. 

This position is advertised at 37 hours per week.

Job description

  • Act as Exit project manager for specific PFI contracts with line manager responsibilities
  • Preparation, execution, and monitoring of Exit project management plans
  • Risk management – run risk review workshops and maintain active risk management through risk and issues registers
  • Identify requirement for external assistance; lead on capability planning to ascertain additional requirements and resource, draft and submit business cases to obtain the resources required.
  • Conduct monthly forecasting of financial activity and output.
  • Stakeholder management – prepare and maintain stakeholder management plans and actively engage as necessary with all relevant internal and external partners
  • Compile and provide reports and ad-hoc updates on activity and progress of requirements
  • Facilitate activities associated with the expiry or termination of a contract and the transitioning of assets
  • Data and asset information management: ensure this is managed in accordance with the DIO Data Migration Strategy for Regional Delivery.
  • Responsible for providing formal support for policy development and functional subject area advice
  • Oversee compliance with MOD and DIO policy, determine actions to address significant risks using the Governance chain.

Person specification

Desirable Experience

Knowledge of asset management in an infrastructure field

Experience of PFI contracts

Project Management qualification (e.g APMP, Prince 2) or willingness to work towards one (practitioner standard) within six months of appointment 

Essential experience / knowledge

  1. Candidates will have proven project management experience within a construction industry, of delivering major programmes and projects to a high standard

2.      Must be a good communicator with experience of successfully managing stakeholders in a complex regulated environment
