Job description

Are you looking for your next exciting role within Project Delivery? The Central Project Delivery function is looking to 1 G7 Transition Manager, to enable the set-up of an exemplary project delivery profession.

This is a twelve-month transition role, which will focus on setting up the project delivery function.  The selected individual will have a key role in building our future operating model for the function and profession, develop a long-term roadmap to get to the future state, and develop a resource plan.  An important part of the role will be developing an offer bespoke to DSIT, therefore stakeholder buy-in will be critical throughout.  The individual will work with a Grade 6 Project Manager in the first instance to build the proposal, and they will have the support of a Deputy Director within the Transition Team.

Person specification

This role is aligned to the Project Delivery Capability Framework (PDCF) career pathway Business Change Manager 4.

Key Roles and Responsibilities:

  • Leadership and delivery – Provide visible and effective leadership, lead the business change management activity and work with the project manager to deliver the business case benefits and outcomes. Develop clear vision and standards and champion the use of best practice business change management standards, tools and processes.
  • Build strong networks both internally and externally. Assess and understand the impact on stakeholders to improve the likelihood of their adoption of the change.
  • Change products – Lead the creation of the required Business Change products for the project. Lead on engagement with key contacts. Ensure products are used appropriately by the Project Manager / the business.
  • Change planning – Establish and maintain the change plan for the project and provides input into the overall Project Plan.
  • Business readiness – Identify, qualify, and update the business readiness criteria before implementation. Report on the tracking of these to ‘approve/refuse’ go-live to the Project Manager.
  • Benefits management – Work in partnership with the Benefits Manager and stakeholders to plan benefits realisation as part of all Business Change activities.
  • Change communication – Lead on Business Change messaging, working closely with Communications Manager. Provides content for communications relating to Business Change across project.
  • Stakeholder management – Identify, classify, and update stakeholder engagement plan. Lead stakeholder engagement on project to ensure it meets Business Change requirements. Point of contact for senior stakeholders.
  • Guidance and support – Provide direction and guidance to team, and support development of others. Lead Business Change activities across the project.  

Skills and experience

We would love to hear from you if you have the following skills and experience:

  • Experience of building and executing strategic project delivery developments including roadmaps and strategies, with an eye for longer-term success.
  • Excellent stakeholder engagement and communications skills with experience of engaging with and influencing senior leaders in an organisation
  • Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries.
  • Ability to work at pace and adapt to shifting priorities. Can multi-task and prioritise to manage and balance a varied workload with deadlines.
  • Previous line management or relevant experience is desirable.
  • Ability to work well independently, with multiple tasks, in a fast-changing and ambiguous environment, with a keen attention to detail. 
  • Excellent written and verbal communication skills, with the ability to influence, challenge effectively and collaborate across boundaries including at a senior level.   
  • Strong proficiency in Microsoft Office applications (Excel, Word, and PowerPoint), with the ability to quickly learn new tools and software. 
  • A warm and friendly approach, fostering a positive and inclusive work environment.
  • Experience of building new project delivery functions in an organisation, particularly around second-line defence activities (desirable)
  • Experience of developing operating models (desirable)

A minimum recognised project delivery qualification such as or an equivalent to at least one of the following is desirable: 

  • PRINCE2 Practitioner
  • Agile Project Management Practitioner
  • APM Project Management Qualification
  • Managing Successful Programmes /Practitioner
  • Change Management qualification, such as PROSCI.
