For 2023, our priorities are: 

  • Ensure security of energy supply this winter, next winter and in the longer-term – bringing down energy bills and reducing inflation. 
  • Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production. 
  • Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition. 
  • Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses. 
  • Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries. 
  • Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

Job description

We are the Centre of Excellence (CoE) Team. We are part of the 'Implementation and Delivery Directorate' (IDD), who report into the Permanent Secretary. Our directorate is at the centre of project delivery in DESNZ, performing a vital role in securing the success of the Government’s ambitious agenda. We provide professional support to enable our project delivery function to delivery departmental outcomes. This includes:

• Personal Development – professionalising the project delivery function and supporting individual development needs.

• Delivery Capability – underpinning the function with clear direction for the future.

• Tools, Standards & Frameworks – providing colleagues with the standards, guidance and tools to delivery high quality outcomes.

• Consultancy Service – promoting a culture of continuous improvement enabling colleagues to apply best practice.

• Engagement, Networks and Support – connecting colleagues with stakeholders, their peers and the profession to build effective relationships.

Person specification

You will be responsible for proactively developing project delivery capability across the project delivery profession and other colleagues across DESNZ.

You will be line managed by our Project Delivery Capability Lead and work collaboratively with our Change Lead, Frameworks and Standards Lead and PPPM Tool Product Owner to embed better ways of working to successfully delivery DESNZ projects.

The role will work collaboratively with the SEO capability manager to deliver process and data improvements across the end-to-end capability service offer, as well as manage SRO (Senior Responsible Owner) Governance across our significant projects and programmes. 

Ensuring these processes run smoothly and meet the needs of the department. Although badged as a Portfolio Analyst, the role will be a hybrid of Portfolio Analyst and Business Analyst roles within the Project Delivery Capability Framework (PDCF).

On arrival, your first priority will be to review our current data structures and develop new ways to capture and manage our data through the use of PowerApps and PowerBI.

Responsibilities:

  • Own the development, improvement and maintenance of profession people and capability data.

  • Develop and maintain a ‘front door’ service request PowerApp which would include approval workflows to support the Centre of Excellence service offering: recruitment, pay enhancement and learning & development.

  • Develop and own a database to link our project delivery capability data between PowerApps, Dashboards, GOST and HR People data.

  • Refresh and improve dashboards for SRO governance and capability data to support capability reviews with the permanent secretary and other senior stakeholders.

  • Generate data insights with actionable recommendations to support quarterly project delivery capability reviews and ad-hoc commissions with the Project Delivery Head of Profession.

  • Own and manage SRO Governance within the department, facilitating the Delivery Leader Selection Process and SRO appointment process across the department’s major projects and programmes.

  • Own and manage the access and tracking to Senior Leadership training programmes such as the Major Projects Leadership Academy and Project Leadership Programme.

  • Support the roll-out of the Project Delivery Accreditation programme across the project delivery profession working collaboratively with the SEO Capability Manager.

  • Hold responsibility for the maintenance of Government Online Skills Tool (GOST) utilising its data to inform improvements to the capability service offer.

  • Ensure capability data, profession people data and performance metrics are maintained, updated and tracked at appropriate intervals.

  • Support and maintain integration between existing departmental PowerApps platforms, such as managing updates to the SharePoint Content Change Control PowerApp.

  • Support the wider CoE with PowerApp and dashboard development & maintenance to demonstrate the CoE service offer e.g. consultancy from our Learning from Experience and change management provision; our project delivery mentoring scheme; our delivery maturity assessments, etc.

Skills and experience

Essential skills & experience

• Intermediate skills in Microsoft PowerApps and PowerBI.

• Experience of analysing data, drawing conclusions and recommending actions to take.

• Experience of working in a programme, project or change environment.

• Experience of building and leading a quality service

• Comfortable making decisions and setting direction without having the full picture; applying knowledge and experience to reduce ambiguity.

• Proficiency in Microsoft Software including MS Teams, Excel, Outlook

Desirable skills

• The ability to operate across organisational boundaries and work in complex operating environments.

• Experience of working with professions or functions. 

• Experience of managing and maintaining people and capability data.

As part of the department's learning offer, we will support you in obtaining the necessary qualifications. However, it would be desirable if the candidate held one of the following qualifications in line with the PDCF for Portfolio Analyst 2 as below:
