Job description

Are you looking for your next exciting role within Project Delivery? The Central Project Delivery function is looking to recruit two SEO Project Delivery Capability Managers, helping to support the department in developing and improving its exemplary project delivery profession.

As the SEO Project Delivery Capability Manager, you will play a crucial role within the small Capability and Resourcing team in DSIT’s Project Delivery Function. The primary objective is to contribute to the development and enhancement of the project delivery profession within the department. This role involves working closely with the Department to assess and improve workforce capability, identify areas for upskilling, and implement strategies to retain and reward talented individuals. The Capability team sit within a wider Project Delivery Function that delivers core Business as Usual service (BAU) to manage risks, assurance and provide project assistance on diverse portfolio of projects.

Person specification

As a SEO Project Delivery Capability Manager, you will play a pivotal role in establishing and leading a dynamic capability team, contributing to the development of a Project Delivery Learning and Development (L&D) offer, implementing initiatives such as project delivery pay enhancement and GOST accreditation, and fostering communities of practice for knowledge sharing. This role offers a unique opportunity to contribute to the team's success, pioneer innovative initiatives, and engage in continuous learning within a vibrant and collaborative environment.

This role is aligned to the Project Delivery Capability Framework (PDCF) career pathway Project Manager 2 / Resource Manager 2.

Key Roles and Responsibilities:

  • Frameworks and Guidance: Identify or establish relevant PD standards, programmes and resources for induction, onboarding, support and professional development PD profession.
  • Strategy - Work with G7 Lead to develop a resourcing and capability strategy for the profession and help drive implementation.
  • Reporting - Work with G7 lead, to establish baseline metrics for DSIT PD Profession cohort. Lead assignments to develop initiatives to improve resourcing, capability, and reporting of DSIT’s PD profession cohort.
  • Implementation - Support G7 lead in initiatives to transform DSIT’s PD Profession by developing a project delivery capability offer; to ensure we have the right information about PD professionals through GOST (both formal training and experience) and that the training offer meets gaps across the department.
  • Stakeholder Engagement - Lead collaboration with DSIT PD Transformation leads, HR, PD cohort to increase the capability of the relevant project management disciplines and to develop in house offers aligned to the needs of the department and the Profession to support capability and retention.
  • Continuous Improvement: Identify areas for continuous improvement and support the implementation and documentation of improvements to processes and procedures.
  • Resource Management - With support and direction from G7 Lead, oversee and manage the PD Profession L&D Budget. Opportunity to line manage HEO on tasks assigned.

Skills and experience criteria

We would love to hear from you if you have the following skills and experience:

  • Experience working as a member of a large or medium complexity programme or project team or as a specialist or work stream strand lead for a small, low complexity programme or project.
  • Alternatively, appropriate skills that have been gained in a non-project environment. This could include working in a professions team or centre of excellence (ideally PPM/PD), whether that’s in recruitment, resourcing, L&D admin, templates and products.
  • Experience of Resourcing and or Capability Reviews from an HR, project or professions perspective.
  • Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries.
  • Previous line management or relevant experience is desirable.
  • Ability to work well independently, with multiple tasks, in a fast-changing and ambiguous environment, with a keen attention to detail. 
  • Excellent written and verbal communication skills, with the ability to influence, challenge effectively and collaborate across boundaries including at a senior level.   
  • Strong proficiency in Microsoft Office applications (Excel, Word, and PowerPoint), with the ability to quickly learn new tools and software. 
  • A warm and friendly approach, fostering a positive and inclusive work environment. 

 A minimum recognised project delivery qualification such as or an equivalent to at least one of the following is desirable: 

  • PRINCE2 Practitioner
  • Agile Project Management Practitioner
  • APM Project Management Qualification
  • Managing Successful Programmes /Practitioner
