Job description

Putting in place the right digital infrastructure across the country is a big challenge, and a top priority for the Prime Minister.

Digital Infrastructure Directorate leads on making this happen - setting policies to promote investment and protect national security, whilst running innovative pilot programmes for the next generation of technology.

We play a leading role across government, delivering new commercial deals, policy and legislation, and work closely with No.10, Cabinet Office, HM Treasury and key Whitehall delivery departments as well as industry, Ofcom and international partners to achieve our goals.

The Future Network Programmes (FNP) Team within Digital Infrastructure Directorate designs and delivers practical market interventions to advance Government’s policy objectives specific to development of advanced telecommunication infrastructure in the UK.  Since 2018 we have delivered projects with a cumulative grant value of over £450 million, and our current flagship programmes include Open Networks Ecosystem (ONE) and 5G Innovation Regions.     

We’re a collaborative team of technical, commercial and benefits realisation specialists, and project managers. We work closely with policy teams and a variety of external organisations. Our projects are funded through DSIT grant and participants’ co-investment and delivered by consortia of telecoms businesses of different sizes, wider industry, universities, research organisations and public sector.

The Programme Technical Lead supports existing projects with technical guidance, coordinates responses to internal support requests to FNP senior technical advisors and leads technical engagement across all FNP functions and Digital Infrastructure policy teams.

This role reports to and works closely together with the Head of Technical, Future Network Programmes. The technical function within FNP comprises of a number of senior part time technical advisers.       

Person specification

1. Support existing projects with technical guidance by acting as a ‘critical friend’ to external organisations which have been awarded DSIT funding and are leading the project consortia.

2. Review and approve as appropriate all technical deliverables and milestones as committed by the lead organisation under terms and conditions of their grant.

3. Assist the internal delivery function in assessment of change requests to agreed deliverables and milestones, as formally submitted by the project lead organisation.     

4. Act as a primary contact for internal enquiries and support requests into the FNP technical function. Triage all new enquiries and requests and in consultation with the Head of Technical assign these for contribution or handling to one or several senior technical advisers based on required expertise and availability.

5. When appropriate formulate and communicate the formal response on behalf of the function. In some cases, assume the ownership of the issue and take the lead role in its resolution.  

6. Lead the peer level technical engagement across all FNP functions and Digital Infrastructure policy teams, focusing on major insights and key learnings gathered from existing projects and from general engagement with external industry stakeholders.

7. Work together with senior technical advisers to formulate clear recommendations based on evidence and use these to advance policy objectives in consensus with relevant policy teams.

Skills and Experience 

In-depth technical knowledge of end-to-end mobile telecoms networks including one or several areas of network architecture, design, planning, delivery or operations. 

Experience of technical project leadership working for a major Mobile Network Operator (MNO) or a similar organisation.

Evidence of ability to present complex technical information and to distil key points to non-technical audiences.

Ability to engage with and build stakeholder consensus across multiple functions and seniority levels in a complex large organisation.

Experience of technical project evaluation focused on delivery of intended outcomes and realisation of expected benefits.

Collaborative project participation working across multiple partners, some of which may be public sector or academic organisations.
