The Office for Health Improvement and Disparities (OHID) officially launched on 1 October 2021 with the aim of tackling health inequalities across the country. As part of DHSC, OHID brings together expert advice, analysis and evidence with policy development and implementation working with the whole of government, the NHS, local government, industry and wider partners to shape and drive health improvement and equalities priorities for government.

The Housing Support Grant Programme Manager leads on supporting the delivery of the Drug Strategy funded housing support grant.

Job description

The post holder will be part of the Drugs Data and Delivery Division in the Health Improvement Directorate. They will provide specialist implementation support to the OHID regions and local authorities receiving housing support grant funding. The programme is a key commitment in the government’s 10-year Drug Strategy.

The post holder works closely with the eligible local authorities receiving funding from housing support grant and oversees the successful implementation of the grant programme. This includes providing high quality specialist and technical advice, support around mobilisation, monitoring and reporting, grant management, promoting best practice and shared learning across grant areas and working closely with the evaluation team. The role requires close working with the Department for Levelling Up, Housing and Communities and the Joint Combatting Drugs Unit in the Home Office. 

The Housing Support Grant is currently funded until March 2025 and is being externally evaluated by RAND Europe.

Person specification

Role responsibilities:

  • Provide project support and coordination to the housing support grant programme. This includes support around effective implementation and delivery, monitoring, reporting and evaluation requirements.
  • Liaise as the main point of contact with the OHID Grants Team around the management and payment of the local authority s.31 grants.
  • Work closely with the analysis and data teams, and lead on the national programme monitoring and reporting requirements.
  • Work closely with OHID regional teams, providing in person regional support to ensure effective collaboration between the key partners is in place in each grant area.
  • Work closely with the external evaluator to provide oversight and advice.
  • Lead on key internal programme governance structures and meetings, including maintaining a close working relationship with the Department for Levelling up, Housing and Communities and the Home Office.
  • Manage and respond to external and internal queries related to the national programme management of the housing support grant.
  • Manage grant programme related communications, including internal ministerial briefings and communications.
  • Draft guidance and reports relating to the grant programme and contribute to national guidance documents when required.

Key skills and experience required for the role:

  • Training or significant experience in project management and evidence of the co-ordination of complex projects.
  • Good knowledge of the key issues in housing, homelessness and substance misuse, alongside knowledge of health and social care policy.
  • Strong analytical and data interpretation skills are required alongside financial knowledge and understanding to effectively manage the grant programme.
  • Excellent written communications skills with the ability to summarise and write concisely and clearly.
  • Ability to work as part of a team, collaborating with other teams, and alone to problem solve under own initiative.
  • Politically astute, able to build alliances and partnerships and able to gain consensus across a broad range of stakeholders.
  • Experience of I.T. systems and packages to support effective project management.
  • Strong administrative and organisational skills and attention to detail and presentation.
  • An understanding of and commitment to equality of opportunity and good working relationships, both in terms of day-to-day working practices.

Your normal place of work will be your contractual primary workplace, usually either London or Leeds.  Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support.

Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need. 

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.
