As a programme delivery specialist at the NCA, you will work with colleagues across the delivery profession in portfolio and programme management, enterprise business design, project delivery and business change. 

As part of the wider Civil Service project delivery profession, we will support you to develop your career through opportunities to develop practical experience, become an Infrastructure and Projects Authority (IPA) accredited cross government assurance reviewer, and work to achieve accreditation through the Association for Project Management and IPA. You will have access to the unique Government Project Delivery Profession Network and you will bring your skills and experience to help build a vibrant and focused profession to deliver the Agency of the future.

Job description

In this role you will be responsible for establishing and leading programmes which contribute to the Agency’s transformation. You will have primary responsibility for building and motivating an effective multi-disciplinary team, successful delivery of the required outcomes, establishing the most effective delivery approach and appropriate governance and assurance. 

This role requires professional expertise in the effective use of programme/project methodologies and techniques. You will need to have effective leadership, interpersonal and communication skills to deliver a defined set of interdependent projects and ensure business readiness for change.

***To be considered, you will need to successfully complete SC Enhanced clearance before commencing the role. Please note, you must also be willing to undertake DV clearance if required.***

Person specification

Main Responsibilities:

  • Business case – Develop and clearance of the business case with project leads and SMEs.
  • Communications & Stakeholder Management – Identify and manage stakeholder relationships and highlight need for senior level support. Manage internal and external relationships as appropriate.
  • Guidance – Provide direction and guidance on development to team and more broadly across departmental profession.
  • Resource Management and Planning – Secure resources and direct planning scheduling, resourcing and estimating for complex and large scale programmes.
  • Risks & Issues – Oversee risk and issue management. Ensure mitigations are in place and resolved through negotiated agreement.
  • Benefits realisation – Ensure realisation of benefits for customers through planning and designing and that project outputs meet programme requirements.
  • Programme Performance & Controls – Maintain overall integrity and coherence of programme and governance framework to support each project. Plan programme assurance activities.
  • Leadership vision & objectives – Cascade vision and translate into delivery objectives for the team. Lead the programme to deliver the business case benefits and outcomes.
  • Dependency Management – build positive relationships with business as usual and dependent programmes to ensure dependencies are actively managed, support enterprise delivery and constructively resolve interdependency conflicts.
  • Contribution to the Profession – commit to personal development, provide support, guidance and coaching to the team, promoting effective individual and team performance.
  • Health and Safety –  Lead, promote and implement Health and Safety measures ensure risk assessments are conducted effectively in line with Agency policy and safety legislation.

VETTING REQUIREMENTS SC

The requirement for SC clearance is to have been present in the UK for at least 3 of the last 5 years.

Failure to meet the residency requirements will result in your security clearance application being rejected.
