Programme Management Office (PMO) Manager, SEO, Data & Analysis, Ministry of Justice 

Overview

We have 1 PMO Manager role in the Data Improvement team, within the Data & Analysis Directorate. 

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are based at the following JCCs: Cardiff, Leeds, Nottingham, South Tyneside, Brighton, Ipswich and Liverpool, and the following JSOs: Ashford, Beverley, Haverfordwest, Hull, Merthyr Tydfil, Manchester, Newport, Birmingham, Sheffield, North Shields, Bristol, Wolverhampton, Weston-Super-Mare, Stafford, Truro, Winchester and Leeds. 

Alternative locations may be available and will be discussed and agreed on the completion of background checks. 

Interviews are likely to take place in March 2024 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

This role sits within the Data Improvement team, working on the programme management of the MoJ Data Improvement Programme

What you’ll do 

You’ll be joining at an exciting time for the Data Improvement team as we are moving from our discovery phase to testing ideas and putting operational improvements into practice. There is one role supporting the MoJ side of the programme and one role supporting the CJS side. 

You will be interested in how good governance can enable our programme to successfully grow, deliver better outcomes for users, and deliver value for money.   

You will support the PMO Lead to build on our current programme governance and expand our project support. You will shape our approach to programme management as our three-year funded change programme moves into business-as-usual funding, and support our spending review bids. 

Key Responsibilities  

  • Performance and controls: help the programme to define their goals (e.g. via project initiation documents) and quarterly objectives, monitoring KPIs
  • Spending review: Support the preparation of our business case/spending review bid with input from project leads and assessment of benefits
  • Monitoring and updating programme documentation: establishing ways of working with the team to ensure all project documentation is up to date and updates are actioned
  • Benefits realisation: work with project leads, PMO lead and evaluation lead to identify and track benefits set out in business case
  • Communications and stakeholder management: Develop and maintain communications with project managers and other stakeholders, building effective and collaborative relationships
  • Risks and issues management: manage the programme’s risks and issues, including those that are strategic and politically sensitive, ensuring regular reporting and escalation as appropriate
  • Dependency management: map programme dependencies and identify owners, build dependency management into the programme's governance cycle 

Who you are 

The following experience and skills will be required:

  • Project/programme management experience and an understanding of the fundamentals of project management (PRINCE2, APM or Agile)
  • Ability to work to short deadlines and prioritise workload based on business needs
  • Experience of working with senior stakeholders and adapting communications based on need
  • Experience of managing and updating project/programme management products
  • Experience using planning tools to outline projects or programmes objectives and monitor progress
  • Able to work across multiple areas and support teams to deliver their objectives on time

The following experience and skills are desirable:

  • Experience working in digital or agile teams and awareness of agile ways of working
  • Experience working on cross-government projects or programmes
  • Experience in change programmes and understanding of communication and engagement strategies
  • A project or programme management qualification (including: Managing Successful Programmes Practitioner, PRINCE2 Practitioner, Prince2 with Agile foundation or practitioner, Managing Successful Programmes Advanced Practitioner, APM Project Management Qualification)

Selection Process

There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications. 

Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers. 

As part of this process, you will be required to give a short presentation at interview to demonstrate your programme/project management expertise. Details of this will be sent to those candidates who are invited for interview. 

The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.
