The Role

We’re recruiting for a Profession Management Lead for Government Digital & Data Pay here at Justice Digital, to be part of our warm and collaborative Capability Team.

The Ministry of Justice’s vision is to deliver a world-class justice system that works for everyone in society.  You will be a leader driving our efforts to build and maintain the capability delivering the vital products and services to make that vision a reality.

Part of the Capability Team’s remit is to support Justice Digital’s fantastic Civil Servant talent in the Government Digital and Data (GDD - formally DDaT) profession, created by Central Digital and Data Office (CDDO).  Everything we do is to attract, retain and develop Civil Servant talent who can build their skills and careers with us.  We proactively run and maintain an impressive Continuing Professional Development (CPD) and Learning and Development package, alongside exciting Emerging Talent products and many other initiatives including a bespoke Justice Digital Capability Framework.  This exciting position will enable you to maximise the impact of the Cabinet Office GDD Pay scheme, a key attraction, retention and development enabler.

Your main priority will be to lead Justice Digital’s Government Digital and Data Pay business as usual team.  As Lead you will set the strategy and objectives for the team and define what good looks like.  Applying your leadership skills and using your experience and expertise you will lead this small team to equip them and others to provide effective advice and assure the pay scheme as well as making sure we have a continuous improvement culture.

This is a high-profile, fascinating and fulfilling place to work.  If you’re passionate about the Civil Service and Civil Servants, this role is for you!

GDD Pay allows us to recruit and retain the best talent by offering capability-based allowances on top of base pay. Successfully implemented around 5 years ago Justice Digital was an early adopter and we have continuously improved our approach through successive iterations.

We ensure that capability assessments are meaningful and impactful, we own the artefacts that make assessments possible and we provide the tools for individuals and their line managers to make sure allowances are paid.  We are also the lead in the relationship between Justice Digital and CDDO and cross-government in terms of GDD Pay.  Leaning into CDDO’s effort to improve the profession on behalf of MoJ you will bring back knowledge and information to add further value.

There will be opportunity to build on your skills in researching, designing and delivering enduring products or services that can be refined and upgraded through business as usual process improvements. As you can see, change management is a key skillset for GDD Pay.  Over time, our efforts to automate and innovate will also mean your focus might shift to include other capability priorities in our Talent Implementation Plan.  We have many great things to do to support our Civil Servants.

You will be someone who is enthusiastic, engaging, enjoys a challenge and can develop high-performing teams to deliver in a busy, demanding and fast moving environment. We’re continuously iterating and improving so you will thrive in an environment of and be able to lead change.  In return, part of our commitment to you is that we will support you in obtaining and maximising the CPD opportunities you deserve.

This role most closely aligns to the Human Resources (HR) Profession, for HR professionals across Government, but would also suit someone with a strong Operational Delivery and / or Project Management background.  We are especially interested to hear from anyone with a pay policy background but this is not essential.

Experience of, or a clear desire to work in, a fast-moving Government Digital and Data (GDD) department would be advantageous as would working with or knowledge of the CDDO GDD Profession, its Capability Framework and skills and how they can help a large scale GDD organisation.
