Job summary

The UK Hydrographic Office is transforming its way of gaining value from geospatial data, from a single product, point solution approach to one based on master data management with quality built in. This post therefore needs an understanding of good practice in data governance and management and the ability to inform or lead on quality, standards, regulation and literacy. Knowledge of geospatial information management systems would also be desirable.

The post holder will act as the primary UKHO Subject Matter Expert but will be expected to work collaboratively with suppliers (including government bodies, ports, academia and wider industry) and potential customers (including defence, navigation and ports) One of the key parts to this will be working collaboratively to define data quality standards to ensure datasets are of sufficient quality to be used in the ADMIRALTY products and services.

As a Technical Leader, the post holder will need to effectively lead colleagues and stakeholders as we develop our data capability.

The post holder will also ensure any strategies or future offerings developed have a clear transition plan in place to ensure they can be brought into the UKHO production flow line.

Aspects of this role can be undertaken in a hybrid way – the expectation would be for the post holder to spend 60% of their time working form the Taunton Office.

Job description

Internal Strategy / Capability Building

  • Utilise own detailed knowledge of specialist area and translate this into an easily digestible strategy/future direction that delivers tangible business benefits that can be quantified.
  • Support the Deputy Chief Data Officer (DCDO) in creating and executing a live Data Strategy for aligned to UKHO Business Plan/Corporate Plan with an understanding of internal and external constraints and opportunities.
  • Engage with internal stakeholders across the organisation to gain consensus and buy in to strategy and future capability.
  • Working in partnership with the Group Managers in Operations and other key stakeholders, Identify and plan key technical skill requirements for specialist areas (to include succession planning and development of staff beyond immediate area), including the definition of clear technical development pathways.

External Representation

  • Engage with external customers to understand detailed technical requirements and using deep technical specialism to translate these into future capabilities / opportunities.
  • Identify where technical capabilities exist outside of UKHO and put plans in place to leverage these. Establishing technical relationships to avoid duplication of effort across government and wider industry / academia
  • Represent UKHO/UK in national/international technical discussions - delegating to Specialist Technical Leads when appropriate.

Technical Discovery

  • Maintain sufficient knowledge and corporate understanding to make strategic and technical decisions.
  • Horizon scan to ensure own technical credibility remains relevant and wider technical specialists are enabled/signposted (in discussion with their managers) to undertake similar development opportunities in relation to their area of expertise – providing mentoring as appropriate.
  • Use technical domain expertise and knowledge of current processes to provide high level guidance where available information is incomplete. The post holder will know enough to give high level estimates of effort involved at various stages of the process and the balance of resulting benefits.
  • Provide technical input into published papers/journals targeted towards an academic/scientific audience

You will also be able to demonstrate how you apply your technical knowledge with an understanding of the commercial and economic environment, and regulatory landscape, to inform decision making.

    Process:  

    • Single Stage Interview via TEAMS or we can offer an in-person interview in our HQ Building in Taunton. You will be contacted to book a suitable slot if you are shortlisted (see our Candidate Pack for further information).  As part of the interview, you will be asked to give a presentation covering the criteria indicated above.  Further details of the presentation will be sent to those candidates invited to interview.
    • Interview will be with a panel of no more than 3 people and will last approximately 60 minutes.
