About the job

Job summary

The Civil Service embraces equality, diversity, and inclusion. At HSE, your personal qualities are as important as your professional experience. We welcome applications from all backgrounds and all walks of life. Our approach is to recruit “on merit on the basis of fair and open competition”, in line with the Civil Service Commission’s Recruitment Principles. As such, our thorough selection process ensures that you and every other candidate receive equal and fair treatment.

With a world-class reputation for safeguarding the health and safety of people at work, HSE is adapting and evolving to meet the new challenges ahead. This is an exciting time to join the Chemical Regulations Division (CRD) with opportunities to develop and shape our regulatory schemes for the future. Our primary role is to deliver regulatory schemes intended to protect the health of people and the environment, balancing the economic and social benefits that chemicals offer to society and helping to ensure the safe and sustainable use of chemicals. We also have a role through guidance, partnership working and leadership to raise awareness and promote behaviour change to help improve the control of hazardous substances in the workplace.

To help us meet these challenges, we require an experienced scientist to provide both strategic and technical leadership to our team of specialist ecotoxicologists. As team leader they will have oversight of all the ecotoxicology assessments made in support of our regulatory commitments for plant protection products and biocides. This includes detailed analysis of environmental hazard data provided by businesses to support the placing of active substances and finished products on the market.

Job description

As leader of the Ecotoxicology team in CRD, you will provide management and technical oversight of the work of approximately 24 specialist scientists. You will be a senior leader in a wider scientific community in CRD that is delivering HSE’s objectives in support of the UK regulation of biocides and plant protection products. This is part of GB’s independent chemicals regulatory framework, enabling decision-making that best reflects the needs of GB, while maintaining some of the highest standards in the world.

You will be a recognised, appropriately qualified scientist who has sufficient knowledge of ecotoxicology data assessment to support your team members at a technical level and act as decision maker when needed. You will be comfortable in a multidisciplinary environment that includes other environmental scientists and chemists, project or assessment managers, and policy colleagues.

You will contribute directly to the technical assessment work yourself.

This is desk-based work. However, you will be encouraged to develop networks within the wider professional community of environmental scientists.

You will report to the Head of CRD Unit 4, a multi-disciplinary group comprising about 125 scientists who assess technical data in support of our regulatory programmes on plant protection products, biocides and general chemicals.

Part-time working is available for this role, however the minimum number of hours we could accommodate is 30 per week.

At HSE, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement and your allocated office will be your contractual place of work. There will be a requirement to travel to the office for various activities e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, the arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account. Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
