We are currently hiring for a Principal Delivery Manager to join and lead our experienced team here at Ofgem. As a Principal Delivery Manager, you will help lead the Digital Delivery function within our Digital Services team. Working on high profile digitalisation change projects, the ideal candidate will be an expert within this field and have the confidence to change the status quo, challenge stakeholders and coach and mentor others across the profession. 

 Communication skills and the ability to see a project from its conception through to the end is essential in this role. We are looking for someone who can demonstrate working at a senior level with a proven track record of high performance and background in the field of IT project management. It is key as project manager you are able to display excellent organisational skills and attention to detail with examples of managing high priority projects to deadlines and on budget. 

It is vital for applicants to have exposure across technology suites such as Azure, with an awareness of all aspects of digital delivery project management. Purpose 

  • Operate as Ofgem’s internal Delivery Management expert, providing advice on Delivery related matters to: ExCo, the Board, Directorates, other key stakeholders including CDDO/GDS and BEIS. 
  • Be the focal point and expert in a multi-disciplinary team in a specific work area in the context of operating in a Professions and Flexible Resourcing model.  
  • Plan, oversee and deliver a set of work deliverables on time and to a high standard through effective project management and support of multidisciplinary team members. 
  • Provide inclusive corporate leadership, using your expertise to provide comprehensive knowledge sharing, support and development that demonstrate commitment to Ofgem values. 

Key Responsibilities

To support the team deliverables, that utilise your expertise to ensure successful outcomes across team members and collaborating teams:

  • Provide clear and transparent work objectives, milestones and success metrics in your area of expertise to oversee and co-ordinate successful team outcomes. 
  • Collaborate closely with other teams to manage interdependencies, risks and resourcing to support portfolio delivery. 
  • Where required, be jointly responsible with the PDL on welfare and pastoral care of all colleagues. 
  • Demonstrate effective diversity and inclusive team management within their team and the wider organisation. 

Key Outputs and Deliverables   

  • Use your expertise in supporting Digital Delivery across the DDaT portfolio   
  • Provide expertise in Delivery Management. 
  • Provide clear leadership and direction to all aspects of major projects across the portfolio. 
  • Lead and resource manage the delivery management team(s). 
  • Line manage and develop the delivery management team(s) to deliver consistently high performance against objectives, provide pastoral care and create a career development pathway. 
  • Improve the efficiency and effectiveness of the delivery management team, coach and mentor the team in agile ways of working. 
  • Define, document and embed robust and repeatable ways of working. 
  • Establish strong stakeholder relationships at all levels both internally and externally. 
  • Work with other heads of to promote effective cross-functional delivery. 
  • Act as an escalation point for the delivery management team(s), escalate project risks and issues at the directorate level, and remove barriers to delivery of the portfolio. 
  • Programme / Project budget reporting and control. 
  • Ensure appropriate project governance and reporting frameworks are in place and drive improvement across the portfolio. 
  • Ensure project delivery across the portfolio meets GDS standards. 
  • Follow Ofgem procurement processes and take responsibility for complex commercial / contract management for contracted suppliers. 
  • Stand in for Heads Of when required. 

Person specification

Essential Criteria

  • Experience of working at a senior level as Delivery/Project Manager, that can be demonstrated by proven record of high performance and substantial achievements in past positions. (Lead criteria) 
  • Experience Leading a Delivery Management function in a formal/informal capacity with proven experience within governance, planning, resourcing, risk and people management. (Lead criteria) 
  • Excellent organisational skills and attention to detail, and skills and experience in one or more project management specialisms including: delivery, planning, assurance, risk management, governance or stakeholder engagement. 
  • Experience working and communicating with stakeholders at a senior level with the ability to challenge and communicate changes to a wide range of stakeholders. 
  • Expertise/capability in a related professional specialism, evidenced through an appropriate professional qualification - Agile Project and Delivery Management Certification (ICP APM) Advanced Certified Scrum Master (A-CSM).
