Introduction 

The Strategic Estates team manages the Parliamentary Estate delivering support and services to the House of Commons and the House of Lords. Their work encompasses a broad set of responsibilities, including the delivery of construction projects, the provision of specialist planning and design support, and the care and development of our internationally significant heritage collections, among others. We support the business of the House by providing central business support functions, as well as managing the administrative resource embedded within the other teams.

Job description

We have an exciting opportunity to join the team as we are looking for a Portfolio Analyst.

The Strategic Estates Portfolio Management Office (SEPMO) supports the business of the House by working across the portfolio of estates projects and programmes for both Houses to provide integrated scheduling, management of interdependencies, risk management, resource management, portfolio analysis and reporting. We work in close cooperation with the enterprise level portfolio office to ensure the projects and programmes across the Parliamentary estate are delivered consistently and in line with best practice

The portfolio consists of over 100 projects delivering investment in infrastructure and services with portfolio value over £1 billion including projects such as the Elizabeth Tower (Big Ben).

You will support the Head of Portfolio Performance to drive excellence in portfolio, programme and project reporting through developing, implementing and maintaining the portfolio’s reporting and analysis regime.

Some of the responsibilities for this role include:

  • Support the running and development of the portfolio’s reporting tools and regime, meeting governance and performance reporting requirements.
  • Analyse performance data to ensure consistency of reporting and to identify causes where performance is significantly different compared to baseline/targets and identify key trends/themes which will feed into monthly reporting.
  • Provide specialist programme and portfolio analysis and reporting advice, guidance and services.
  • Provide regular management reports on the area of responsibility, identifying issues and risks and tracking performance against KPIs, to inform management decision making.

Person specification

Functional Skills

  • Skilled and experienced in specialist tools such as Power BI.
  • Strong skills in Microsoft Excel for data analysis using macros and formulas.
  • Thorough understanding of reporting best practices and the relationship to governance and performance management.

To be successful in this role you will also demonstrate:

  • Able to organise your time and plan work to achieve tight deadlines on a regular basis.
  • Able to prioritise work to ensure the most important issues are identified and addressed.
  • Experience of providing excellent written and verbal communications with the ability to present complex information clearly and effectively; having demonstrated the ability to work well with colleagues at all levels.
  • Experience of supporting a culture of diversity, inclusion and equal opportunities.
  • Experience of providing excellent quality, analysis, appraisal and options to make recommendations and inform management decisions.
  • Able to establish authority and credibility quickly with a diverse range of stakeholders, with sensitivity to organisational culture and values.
  • Able to utilise a range of techniques to elicit information from stakeholders to meet deadlines, particularly when the stakeholders are busy on other priorities and not prioritising your needs. having demonstrated collaborative and inclusive working and proven experience of delivery within a multidisciplinary team.
