Public Service Group

The Public Services Group is at the heart of Treasury’s work to secure sustainable public finances and drive economic growth. We manage public spending of more than £250bn. Across key public services and departments, including health, education, the criminal justice system, local government, housing, defence and the devolved administrations in Scotland, Wales, and Northern Ireland. 

We do this by working with other government departments, ministers, and other Treasury teams to ensure that spending plans support high quality public services, help the economy to grow and provide value for money for the taxpayer.

Health and Social Care Team

We are responsible for Treasury’s oversight of over £170 billion of annual government spending in health and adult social care – accounting for more than a quarter of all public spending!

We work collaboratively with the Department of Health and Social Care (DHSC) and its Arm’s-Length Bodies, No10 and the Cabinet Office, and external partners including NHS leaders and Local Authorities.

Not only do we set budgets and monitor performance, we also look to deliver real value to the public and drive forward a long-term vision to make health and care services productive and sustainable into the future.

About the Job

Policy Analyst - NHS Branch

The Health and Social Care Team are recruiting for a Policy Analyst, which will be a really important role sitting at the heart of the NHS branch, leading on policy and analytical issues both within the branch and across the team. This is an exciting opportunity to conduct data analysis on interesting health topics to shape and influence future NHS funding and policy.

Key responsibilities for this role will include:

  1. Lead on discrete analytical projects across the Health and Social Care team and provide support on analytical questions to underpin NHS spending going into the next Spending Review, for example on NHS productivity, overarching trends, and links between health and the economy more broadly. The postholder will explore health data, evidence and trends to produce detailed analysis, as well as being responsible for writing advice and briefing to ministers based on their analytical work.
  2. Support HMT’s involvement in delivery of the NHS Long Term Workforce Plan, leading on distinct aspects and working across DHSC, NHS England and DfE and in collaboration with others across HMT and the No10 Delivery Unit.
  3. Lead on and advise ministers on NHS technology policy and business cases, including on how they contribute to HMT’s broader objectives and deliver value for money for taxpayers.
  4. Build networks across HMT, other Government Departments and external stakeholders, to understand the latest health and economic trends and ensure that they are reflected in the Team’s work and advice to ministers.

Required qualification:

HM Treasury currently operate a merged grade at Range D, combining the Civil Service Higher Executive Officer (HEO) and Senior Executive Officer (SEO). HM Treasury are in the process of evaluating all Range D roles to define them in line with the HEO and SEO standards so that we align with other departments. Existing HEO’s/SEO’s that are successful through this campaign will retain their grade on transfer, but their role may be subject to evaluation.

Eligibility Statement

To allow for meaningful checks to be carried out applicants will normally need to have lived in the UK for at least 3 out of the past 5 years. A lack of UK residency in itself is not always a bar to security clearance but the Department will need to consider eligibility on a case by case basis using all information that can be obtained following a successful application.

Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks. 

For many roles, security clearance is also required. Successful candidates must meet the security requirements of the role before they can be appointed. The level of security clearance required for this role is Counter Terrorist Check (CTC)
