Join us in this specialist Policy Advisor role in our Offshore Transmission Owner (OFTO) Commercial team, which has a key role to play in realising the energy potential of offshore wind and working towards a net zero carbon energy network.

We operate a Flexible Resourcing model where you will have the opportunity to work across Ofgem supporting on a range of projects or may have a longer deployment within a team where you have and build specialist skills, knowledge, and expertise.  We will support you to learn and develop the Policy & Strategy skills and knowledge you need to build your career.

In this specific role you will ensure licensees meet their licence obligations and assessing any claims for additional funds or relief of obligations that licensees make. You should already have experience in managing and analysing claims from the start through to settlement and making decisions on the extent and validity of a claim. Experience working with and understanding legislation would be helpful.

A track record of working with multiple stakeholders across different workstreams will be key, alongside excellent communication skills (in writing and in person) and a keen analytical eye. It’s important that you are comfortable working in a change environment, and that you can flex and adapt to conflicting deadlines and bring a can-do mindset to working through problems.

Job description

This role will join our Offshore Transmission Owner (OFTO) Commercial team, which has a key role to play in realising the energy potential of offshore wind and working towards a net zero carbon energy network.

You will fulfil a monitoring and compliance function, ensuring licensees meet their licence obligations and assessing any claims for additional funds or relief of obligations that licensees make.

Key Responsibilities

  • Assisting with the monitoring and compliance function of the team, including:
    • managing a claim from the start through to settlement and making decisions on the extent and validity of a claim;
    • ensuring Licensee submissions comply with licence obligations;
    • acting as a point of contact for OFTOs and other areas within Ofgem;
    • contributing to the continuous improvement of the licence compliance such as identifying risks, issues and concerns and helping to develop effective solutions to address these.

Key Outputs and Deliverables

  • Assessing claims made by licensees for additional money or relief of obligations to their licence and preparing reports to senior management with recommendation decisions.
  • Monitoring and assessing whether submissions by OFTOs are made in time and meet the requirements of the OFTO licence.
  • Assessing applications for certification under the Unbundling Regulations and preparing reports to senior management with recommendation decisions.

Person specification

The essential criteria for this role is:

  • Knowledge and experience of claims management (LEAD);
  • Strong analytical and problem solving skills (LEAD)
  • Experience of working in a policy environment and helping shape new and existing policies;
  • Demonstrative experience in managing multiple workstreams and multiple stakeholders, including interaction with internal and external teams (e.g. external legal, technical and financial advisers),with a strong track record of delivery against challenging deadlines
  • Excellent written and verbal skills

The desirable criteria for this role is:

  • Familiarity with the energy and utility networks sectors, such as the Electricity Act and/or Offshore Transmission Licence’s and/or an understanding of the concepts and application of economic regulation.
