Job summary

The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows:

Our priorities are:

Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world.

Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs – including by delivering world-class physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent.

Put our public services – including the NHS and schools – at the forefront of innovation, championing new ways of working and the development of in-house STEM capability to improve outcomes for people.

Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world.

Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our pro-innovation approach to regulating AI.

Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Job description

This is an exciting opportunity to work in a high-profile, dynamic and important team in the Department dedicated to developing policies and engaging globally to ensure a free, open and secure Internet governed through multi-stakeholder processes. You will be responsible for working to achieve this through developing cross Whitehall coordination and contributing to policy development in several global bodies, including the UN’s International Telecommunication Union (ITU) in Geneva. You will also lead on developing key relationships with other governments ahead of important UN discussions on Internet Governance taking place in 2025. 

Person specification

  • To work directly with the SEO within the team on delivering and managing our objectives on Internet Governance, through UK, regional and global fora, and through collaboration with stakeholder groups 
  • To manage Internet governance policy and engagement in the appropriate Council Working Groups at the UN International Telecommunication Union (ITU);
  • To develop programmes of bilateral engagement and support engagement in other international multi-stakeholder and multilateral fora;
  • To lead work across DSIT and Whitehall to coordinate input on policy and engagement at forums such as the UN Internet Governance Forum, the European Dialogue on Internet Governance, the UK Internet Governance and the WSIS Forum;
  • To forge strong Whitehall relationships to ensure (and enhance) a coherent cross-Government policy approach to Internet Governance, including with Home Office and OFCOM
  • To lead engagement with UK Domain Name System related bodies on Internet Governance issues; including with Nominet, Tech UK and the UK Internet Service Providers Association; 
  • To lead our representation in the UKRI Future of Internet Project
  • To analyse and report on trends on Internet Governance issues (including governmental views)  that may affect our UK objectives and strategy;
  • To lead business management for the team

Skills and experience

You should have a keen interest in how digital and Internet technologies can benefit the UK and society in general and how policies can enhance the effectiveness of the Internet for the benefit of all. You should also have had experience of team working and effectively communicating ideas.

The role requires some international travel; including to Geneva and potentially Saudi Arabia in late 2024 and Norway in 2025.

Some experience of international work is desirable.
