Public Services Group

The Public Services Group is at the heart of Treasury’s work to secure sustainable public finances and drive economic growth. We manage public spending of more than £250bn. across key public services and departments, including health, education, the criminal justice system, local government, housing, defence and the devolved administrations in Scotland, Wales, and Northern Ireland.

We do this by working with other government departments, ministers, and other Treasury teams to ensure that spending plans support high quality public services, help the economy to grow and provide value for money for the taxpayer.

About the Team  

Justice, Home Affairs and Equalities Team

The Justice, Home Affairs and Equalities team are a friendly, high-performing team responsible for the Treasury’s relationship with the Home Office, the National Crime Agency (NCA), Ministry of Justice, Law Officer Departments, Parliament spending, and the department’s equalities responsibilities.

We are looking for a policy adviser to join the Home Office spending branch to work on spending control and scrutiny of serious and organised crime and homeland security law policy. It’s a fascinating time to join us as we approach the end of this Spending Review period and start to think about the next. You will have opportunities to work with ministers and senior officials on high priority policy areas, like pay and crime reduction, and develop positive relationships with teams within the Treasury and across Whitehall.

About the Job 

This is an exciting role at the heart of HM Treasury, offering significant opportunities to work with seniors on a high priority policy area. This is a stretching HEO role and will require developing and maintaining positive relationships with teams within Treasury and across Whitehall.

Your key responsibilities will include:

  1. Leading on the development of high-profile policy and spending areas. This will include policy such as serious and organised crime, counter-terrorism policing, National Crime Agency (NCA) and public sector pay and pensions. You will work closely with the NCA, Home Office and the rest of the Treasury to deliver proposals that align with HMT values and deliver on wider government commitments.
  2. Engage closely with departments to monitor law enforcement spend and ensure policies deliver value for money. You will develop a detailed understanding of the Home Office’s public safety policy and budget areas, ensuring existing spend is in line with the principles of Managing Public Money, finding opportunities for a more efficient and productive use of resources and supporting ministers in making difficult decisions on how best to deliver quality outcomes for the taxpayer. The post holder will need to clearly and concisely brief senior officials and ministers.
  3. Scrutinise, challenge and advise on business cases relating to the Criminal Justice System and law enforcement technology. You will represent the Treasury at cross-Whitehall meetings on the business cases, build positive relationships with the Cabinet Office controls functions and the Infrastructure Projects Authority, and draft advice on each case for its deliverability and affordability.

Our work offers a range of opportunities to develop and demonstrate core Treasury competencies, such as working with senior stakeholders in other departments and managing risks to public service delivery.

Eligibility Statement

Individuals appointed to the Treasury Group will be subject to National Security Vetting. To allow for meaningful checks to be carried out applicants will normally need to have lived in the UK for at least 3 out of the past 5 years. A lack of UK residency in itself is not always a bar to security clearance but the Department will need to consider eligibility on a case by case basis using all information that can be obtained following a successful application. 

Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks.  

For many roles, security clearance is also required. Successful candidates must meet the security requirements of the role before they can be appointed. The level of security clearance required for this role is Security Check (SC).
