Job summary

It is an exciting time for HM Land Registry as we continue on a major transformation programme. HMLR's ambition is to become the world’s leading land registry for speed, simplicity and an open approach to data.

Planning, Delivery and Performance is a new group set up within the Technology and Transformation Directorate (T&T). Within T&T, the Planning, Delivery and Performance team is responsible for understanding future demand and creating and maintaining mixed models of delivery to meet the needs of the business. They are responsible for allocating work to those mixed models of delivery, measuring the relative performance of each model and continuously driving through performance improvements. 

They control how in excess of £50m of investment is spent each year on the delivery of technology solutions. This includes managing the performance of critical third parties through the oversight of commercial contracts. 

HM Land Registry (HMLR) are recruiting for a Planning and Delivery Support Officer to join the Planning, Deliver and Performance Team, who are responsible for understanding future demand pressures on HMLR and creating and maintaining mixed models of delivery to meet the needs of the business. 

You will support the Planning and Delivery Team to ensure the pipeline of work is up to date, there is capability and capacity across the directorate and more broadly across the business and the strategic workforce plan is updated to support business need.

Job description

The role includes administrative, coordination, and basic financial administration duties. You will have responsibility for enabling the administrative systems of the Planning and Delivery team and ensuring an exceptional standard of service is maintained.  You will lead collaboration with delivery to support and coordinate monthly information required by the business.  

Main Duties: 

    • Responsible for the delivery and co-ordination of the staff time allocations process each month.
    • Responsible for liaising with the wider delivery team and coordinating quarterly planning activities.
    • Manage regular commissioning of key information from senior stakeholders ensuring all relevant parties are aware of reporting schedules, information is gathered in a timely manner, and potential delays or issues are identified early on so that mitigative action can be taken.
    • Responsible for regular and one off meetings - including diary management, meeting room management, minutes are taken and circulated and action points are followed up with relevant stakeholders. 
    • Administrative support for the wider planning and delivery team, ensuring all are aware of deadlines and urgent matters requiring attention. 
    • First point of contact for the Planning and Delivery Team - inbox management, responding to queries. 

    Attendance at meetings and conferences across the HM Land Registry estate and at other locations will be a feature of this role, including occasional overnight stays. You will need to be flexible with your working hours to meet business requirements.

    HMLR believe that a blended approach to where you work that enables some time working from home, as well as in the office may give you an improved experience and has clear business benefits, but generally we expect everyone to typically spend at least 60% of their working time in the office.

    Person specification

    To be successful you will be able to demonstrate a proven track record of team working, and you will be an excellent communicator with experience of stakeholder management across all levels.  You will have excellent organisational skills, with the ability to work at pace, across several different activities.

    You will be a self-starter, who can remain calm under pressure and understand how your role fits into the wider organisation objectives.  You will have a good eye for detail and be able to interpret data to make informed decisions.  

    You will be proficient in MS Office and have experience of the use of MS Excel.
