The Education and Skills Funding Agency (ESFA) ESFA plays a meaningful role in delivering the Department for Education’s (DfE) key objective of striving for world-class education, training, care for everyone whatever your background.

Data Science is a fast-paced data service providing services to the ESFA, the Department for Education and the Education sector.

The Data Collections and Digital Service team supports post-16 data flows into ESFA via accessible online digital websites.  Focus is on timely high-quality information supporting internal and external stakeholders’ business decisions. Our primary area is the post-16 sector (Further education including colleges and smaller private education providers), covering funding, performance monitoring, audit, and policy development, amongst other areas.  We run a suite of digital services designed to simplify and reduce burden on education providers we fund, modernising our approaches based on feedback and support for government policy, with investment to develop services that can exploit digital identity, improving outcomes for individuals and the wider economy.

We are looking for an enthusiastic Performance Analyst to join the Submit Learner Data Team (SLD).  They will help to ensure the smooth running of the service.

This service supports data collection in the further education sector, collecting learner, staff and funding data from FE providers. The service calculates funding and disseminates data downstream for funding, payments and MI purposes.

Job description

  • Responsible for the performance analysis of online data collections and helping the project team measure and assess outcomes, for example: what good looks like and how it will be measured
  • Help to plan and ensure project delivery, finding opportunities to share information with the project team and business stakeholders
  • Identify technical problems and work with the development team to resolve issues.
  • Maintain and develop technical documentation to provide transparency and maintain a knowledge base across the team.
  • Carry out activities in incident (Service Desk), problem, and change management and continual service improvement processes and output
  • Provide technical expertise for applications
  • Work collaboratively with internal and external stakeholders to determine business processes and ensure these are followed and regularly reviewed
  • Work collaboratively with internal and external partners to understand and meet business requirements
  • Maintain knowledge and awareness of Service Management and principles of managing a service
  • Managing communications with internal and external stakeholders to ensure they are informed of issues, system maintenance and system improvements.

Person specification

Essential criteria

  • Experience in incident and problem management through to resolution
  • Knowledge or experience of testing applications
  • Knowledge or experience of working with development teams as a business stakeholder
  • Ability to apply continual improvement to your work
  • Ability to create and maintain strong working relationships with customers
  • Knowledge of project management eg: Agile ways of working
  • Experience of working within a data discipline or working with data, involving the querying of data using query languages
  • Strong oral and written communication skills

It is desirable that you have:

  • Experience of working in the education and skills sector
  • Strong Microsoft Office skills
  • Experience in change management from request through to application.

Desirable criteria will only be assessed in the event of a tie break situation to make an informed decision.

Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.

Application

As part of the application process, you will be asked to complete a CV and a personal statement.

Your CV should cover details of education and training and professional qualifications, employment history, as well as giving details of relevant skills and experience related to the role.

Your personal statement (maximum 1,250 words) should include details of how you meet the essential criteria as detailed in the person specification section.

Interview

Candidates that successfully pass the sift will be invited to interview the week commencing 29 January 2024 via Microsoft Teams.

At the interview you will be asked to deliver a 10 minute presentation (subject to be sent to candidates with invitation to interview) with additional questions to cover your skills and experience.

We reserve the right to raise the minimum pass mark in the event of a high volume or strong field of candidates.

New entrants are expected to join on the minimum of the pay band. 

Applicants who are successful at interview will be, as part of pre-employment screening subject to a check on the Internal Fraud Database (IFD). Terms and conditions of candidates transferring from ALBs and NDPBs 

Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum. 

Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual. 

Bodies that are accredited by the Civil Service Commission and do have Civil Service status will be treated as OGD transfers. Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.
