This is a new role in a new Division of HSE. HSE’s Specialist Division comprises Inspectors and Scientists who provide technical input and advice to support HSE’s core regulatory functions.

The Commissioning and Work Recording (CWR) Team has been created to define, maintain and continuously improve the framework for how specialist work is agreed (commissioned), planned, delivered and recorded. 

As a CWR Performance Analyst, you will play a key role in designing the structures and processes associated with how specialist work is managed in the Division, including the implementation of work recording processes to supplement existing systems and drawing together data from a range of sources into summary reports and dashboards.  

Job description

This role will require specific data analytic expertise using Microsoft 365 applications such as Excel, SharePoint lists, Power BI and Power Automate, and specific applications such as HSE’s Inspection and Investigation case management system.

This post reports to the Team Leader for specialist work commissioning, recording and reporting. You will work with Leaders across the division to develop and implement appropriate work commissioning and recording processes for the different types of work the division undertakes. This will include establishing and maintaining information about all work being undertaken by the division e.g. work plans and progress against plans, to provide appropriate information on divisional performance. You will develop suitable divisional work recording mechanisms for those types of work not already recorded by existing HSE systems, and implement new divisional work recording approaches that bring together data, from existing and new sources, to provide monthly management reports for team and unit leaders and the Divisional Director.

This role involves some travel and overnight stays to attend events and meetings with colleagues in other HSE offices. Expenses will be reimbursed in accordance with HSE's travel and subsistence policy.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours Per week

Person specification

Essential skills and criteria

Experience of:

  • Developing processes. While not essential, experience of doing so in a technical or project environment would be beneficial, as would experience of Microsoft Visio
  • Advanced Excel skills and Microsoft 365 applications, including how to build systems for data capture, analysis and visualisation using Excel and SharePoint.
  • Analysing large and complex quantitative and qualitative datasets, and designing different data visualisations for different internal and external audiences e.g. internal use for leaders and specialist inspectors, external use in the HSE annual report
  • Good communication skills, able to present data to different audiences
  • Collaboration and team working experience.

Responsibilities

As a Performance Analyst you will deliver key tools, information and intelligence for the operational activities carried out by your division. You will perform data analysis, data manipulation, performance reporting and where possible, process automation to reduce the maintenance required. This will include:

  • As the most senior Performance Analyst in the Division, to lead and provide the technical direction for effective data management, analysis and interpretation.
  • Develop work commissioning and recording processes, and portfolio management processes from the high-level narrative provided by division leaders to the detailed process flows that will be required
  • Develop work recording tools where they are needed using Microsoft 365 applications e.g. data capture, analysis and visualisation using tools such as Excel, SharePoint, Power Automate, Power BI etc.
  • Develop appropriate guidance in the use of division specific processes. Work with your team leader to develop and deliver training for users of the new divisional processes and work recording tools. Post training, support all users of the processes to understand and deliver what is required of their role
  • Maintain the processes and tools that have been implemented. Contribute to continuous improvement of the processes and tools by gathering user feedback and working with your Team Leader to identify and implement necessary changes.
  • Create tools to deliver suitable Management Information (MI) dashboards and reports at team, unit and divisional level. Ensure these are generated accurately and on time every month. Work with users of the MI dashboards and reports to continuously improve as appropriate
  • Create bespoke MI dashboards and reports as needed by divisional leaders.
  • Discuss performance data at Team, Unit and Divisional level with appropriate leaders as needed to aid their understanding of the information being provided to them.

Desirable skills

  • Power BI & Power Automate i.e. the ability to analyse large data sets and automatically create charts and data tables. Skills in designing Power BI or similar dashboards
  • Project support or management experience i.e. monitoring plans, tracking milestones, analysing if work is on or off track etc to support those leading work in its timely delivery
  • Working with technical professionals
