Job description

We are seeking an experienced Programme Manager with a proven track record of leading low to moderate complexity change programmes in the public sector. The successful person will be accountable to the Programme SRO and will lead the successful delivery of our People and Culture programme, which is a key initiative in our business change portfolio.  The priority work areas are likely to include professions and job families, job architecture, behaviours, performance management, career framework, pay and cultural enquiry. 

 

The Programme Manager will have primary responsibility for successful delivery of the required outcomes, including: the establishment of appropriate governance that fully integrates with organisational governance and assurance, monitoring progress, managing risks and issues, and ensuring business readiness for change. The post-holder may have one or more Project Managers reporting to them, who will be responsible for the successful delivery of their projects within the programme but ultimately accountable to the Programme Manager. The role will be suitable to an individual who is an experienced Government Project Delivery professional and has successfully managed low to moderate complexity change programmes. 

 

This is a key Project Delivery leadership role, where you will align your ways of working to the Government Project Delivery Function, using the Government Functional Standard for Project Delivery (002) and IPA Project Delivery Toolkit as your benchmark for success. 

 

As Programme Manager you will also champion the Project Delivery profession across the organisation and ensuring successful delivery of the programme’s strategic objectives. You will be an integral part of the Enterprise Portfolio and Change team and contribute positively to the Agency in accordance with our values and behaviours, and the behavioural competencies of the Government Project Delivery Profession.

We are looking for someone who:

- Has experience of working with teams who work in an agile way.  

- Has considerable depth and breadth of experience in leading and delivering medium complexity business change projects in the public sector.  

- Has demonstrated leadership and problem solving skills. 

- Is comfortable with planning, executing a budget and working with all levels of the organisation  

- Is a critical thinker with strong attention to detail. 

- Strives for continuous improvement and prioritize time management. 

- Can work in an environment of uncertainty and continual change. Able to feel comfortable making decisions and setting direction without having the full picture and re-focus as details emerge. Can apply knowledge and techniques to reduce ambiguity
