Job summary

We are looking for a Public Bill Office Deputy Office Manager to join our Legislation Office at House of Lords. This is a position where you will be supporting the daily and weekly scheduling of office deliverables, and line-managing and supporting the team of Legislation Document Managers. You will be expected to become familiar with the procedural side of the PBO’s work to help the Office provide assistance and guidance to Members, and with the Office’s specialist software systems.

This is an opportunity to work on a hybrid basis where you will be able to work 1-2 days from home and the other days onsite at Parliament! This is an exciting opportunity to learn first-hand about the legislative process and contribute at its exciting and fast-moving centre.

Job description

You’ll be accountable:

  • To support the PBO Office Manager in managing the accurate, timely and cost-effective production by the team of all public bills and amendment documents (including ‘ping pong’ documents), Measures and Acts, within the specified timeframes, providing a first point of escalation, problem resolution and quality control for the Legislation document managers team.
  • To act as a senior expert user of bespoke business-critical systems supporting the PBO such as Lawmaker and LegHub, investigating and resolving issues as they arise, and contributing to the future development and ongoing implementation of the team’s digital systems.
  • To support the PBO Office Manager in the routine scheduling of work across the office to ensure the timely delivery of all office products, including daily procedural briefing and checks provided by senior colleagues.
  • To line-manage a team of Legislation document managers at HL6, taking responsibility for that team’s training and development and on a day-to-day basis coordinating the work of the PBO admin team and providing support.
  • To deputise for the PBO Office Manager, as required, including by guiding and developing the PBO team in dealing courteously and efficiently with enquiries, overseeing the collation of statistical data, and supporting business continuity planning.

Person specification

What we’re looking for:

  • A strong team player, with the ability to represent the Office in a busy, frontline location.
  • Strong communication skills and a methodical approach, allied with a high level of flexibility to adapt to shifting priorities in day-to-day operations, and excellent management skills.

It would be even better if you had or if you’re willing to develop…

  • A good understanding of the legislative process and the ability to quickly learn more.
  • Experience of using legislative publishing or drafting software, such as Adobe FrameMaker or Lawmaker.
  • Experience of involvement in software deployment, testing and training.
