About the job

Job summary

This role works within the Digital, Data and Technology directorate with responsibility for delivery of IT systems and digital services. You will build and manage transient delivery teams who will operate within the Commission’s change delivery framework to deliver technical solutions for business problems and requirements.

You will ensure that your delivery team is motivated, collaborating and working well. You will identify obstacles and help the team to overcome them. You will focus yourself and the team on what is most important to the delivery of IT systems and digital services.

You will work using appropriate agile tools and techniques and encourage and enable your team to do likewise.

You will work with the wider project team to understand the requirements for technical solutions and work with software development teams to ensure the deliverable meets those requirements.

This role is aligned to the role of Delivery Manager in the Digital, Data and Technology Profession Capability Framework.

Job description

Commercial Management. You will act as the point of contact for contracted suppliers. You understand appropriate internal contacts and processes within a government department. You know how and when third parties should be brought into digital, data and technology (DDaT) projects.

Financial Management. You know how to balance cost versus value. You will consider the impact of user needs. You will report on financial delivery. You will monitor cost and budget; you know how and when to escalate issues.

Maintaining Delivery Momentum. You will facilitate the delivery flow of a team, managing the pace and tempo. You will actively address internal and external risks, issues and dependencies including where ownership exists outside the team.

Planning. You understand the environment and can prioritise the most important or highest value tasks. You will use data to inform planning. You will manage complex internal and external dependencies. You will provide delivery confidence. You will remove blockers or impediments that affect plans and will a plan for difficult situations. You will ensure that teams plan appropriately for their own capacity.

Team Dynamics and Collaboration. You know how to bring people together to form a motivated team. You will help to create the right environment for a team to work in and can empower them to deliver. You will recognise and deal with issues. You will facilitate the best team make-up depending on the situation

Person specification

Ability:

  • You can lead others to innovate in their work as well as enabling them to innovate on their own.
  • Ability to plan and prioritise competing demands to ensure performance targets and deadlines are met.

Experience:

  • Experience of working as a project or delivery lead with an agile delivery team.

Technical: 

  • A solid understanding of the Software Development Life cycle.
  • A solid understanding of modern software development practices incl. DevOps.
  • Application of risk management principles during the management of work and when making decisions.
