UKHSA is an executive agency, sponsored by the Department of Health and Social Care. Established in October 2021, we are the nation’s expert health security agency responsible for protecting every member of every community from the impact of infectious diseases, chemical, biological, radiological and nuclear incidents and other health threats. We provide academic, scientific and operational leadership at national and local level, as well as on the global stage, to make the nation's health secure.

Location

The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow.  This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London).  Specialist or regional roles will be based at the appropriate UKHSA site. For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs. 

The balance between home and workplace working is to be agreed with the line manager, determined primarily by business need and in line with departmental policy.

Main duties of the job

To meet our strategic goals, within the changing and challenging environment in which we operate, requires us to evolve and optimise the way we operate. In a rapidly transforming organisation, there is a need for us to continuously look for ways to improve our Operating Model. A key component of any high functioning operating model is Organisation Design.

Reporting to the Head of Leadership and Organisational Effectiveness, the Organisational Design Lead will build/develop UKHSA’s Organisation Design capability and help the business improve organisational effectiveness and efficiency, through high-quality Organisational Design.

Our ambition is to have high-performing teams and individuals, within a well-designed organisational structure, that promotes collaboration, improves co-ordination, optimises communication, accelerates decision making and enables us to work together towards shared objectives, whilst adapting effectively to changing circumstances.

Working with teams, including Operating Model, Strategic Workforce Planning and other from the wider business, you will get to understand how the business operates and play a pivotal role in helping the organisation overcome complex UKHSA OM and wider system challenges, by leading innovative and forward-thinking approaches to Organisation Design.

Acting as the ‘go to’ Organisation Design SME / centre of expertise for UKHSA, you will develop Organisation Design capability, including methodologies, frameworks and tools, alongside overseeing and supporting the delivery of key Organisation Design projects and initiatives.

The role requires you to be proactive in promoting the Organisation Design offer, and stimulating and managing change, to drive efficiencies, elevate performance, and support a culture of continuous improvement, making a lasting impact on our mission – to protect the public’s health.

Roles and Responsibilities:

  • Leading and building the Organisational Design capability for UKHSA, embedding best practice across the organisation through innovative design methods, practices and processes.
  • As part of building Organisation Design capability, identifying and supporting relevant development for teams to build increasing skills, knowledge and expertise to undertake Organisation Design initiatives within their areas, creating flexibility and agility to respond to changing circumstances more efficiently.
  • Leading a consultancy like service provision, collaborating with the business to deliver Organisation Design projects/programmes, that support Operating Model transformation and realise efficiency savings or benefits aligned to our tactical or strategic goals.
  • Providing technical and professional leadership, advice and guidance on Organisation Design, becoming a trusted authority on Organisation Design.
  • Creating an Organisation Design roadmap that plans, prioritises and sequences new Organisation Design requirements as they emerge, then overseeing the design and implementation of new structures.
  • Working with the Operating Model Lead/Team, Workforce Analytics Lead/Team and wider business, to proactively identify areas where targeted Organisation Design work is needed (for example due to new capability, ways-of-working, processes or technology), proposing courses of action based on best practice.
  • Extracting from a range of data sources, appropriate data to produce establishment analytics and metrics, for example size, shape and spans of control, and help identify Organisation Design issues and opportunities.
  • During the design phase, assessing the impact of changes and providing assurance that design principles have been adhered to and that the integrity / coherence of the overall Organisation Design (as part of the Operating Model) is maintained.
  • During the implementation phase, tracking and evaluating our progress to demonstrate results, reporting on the realisation of benefits and savings.
  • Continuously seeking to improve the core products and services that make-up the Organisation Design offer, such as establishment analytics, Organisation Design modelling and tracking/reporting, ensuring these compliment wider People Group and business offers (e.g. Strategic Workforce Planning and Financial/Business Planning).
  • Developing effective relationships with Organisational Design professionals working across the Civil Service and other sectors. As part of this network, undertaking horizon scanning and ensuring Organisational Design best practice techniques are adopted and used in UKHSA.
  • Supporting the implementation and rollout of the organisation’s new HR system, ensuring the components of Organisation Design are accurately reflected and maintained.
  • Providing high quality, effective and supportive line management to team members, enabling them to perform to the best of their abilities.

Professional Development: 

  • To participate in all mandatory training as required, i.e. fire safety, information governance and all other mandatory training
  • Identify, discuss and action own professional performance and training / development needs with your line manager through appraisal / individual development plan.
  • Attending internal / external training or CPD events

Essential Criteria:

  • Significant experience in leading and developing a motivated, engaged, and high performing team or function, with the ability to engage and motivate others to work across organisational boundaries.
  • Experience in Organisational Design, Change and/or Transformation and working across diverse functional areas, to drive holistic, impactful organisational change and improvement, in a complex or ambiguous environment.
  • Experience of Operating Models and/or implementation of a strategy, understanding the relationships between people, processes and technology to deliver value to customers or the public.
  • Experience of common areas of Organisation Design and or organisation/people transition, including role design/definition, hierarchical design, organisational modelling, cost modelling and sizing, grade levelling.
  • Experienced with using data and analytics to drive change, and creating the supporting narrative and storytelling required to gain buy-in.
  • Exceptional communication and interpersonal skills, with the ability to; engage and build positive working relationships with stakeholders; effectively advise, influence and challenge at all levels of the business; work collaboratively on complex issues, empowering others to be successful; train and develop others, sharing knowledge and providing technical support; build credibility and enable the join up of products and/or services.
  • A record of successful delivery in a complex business environment, including critical thinking and analysis, and problem solving, to provide solutions to meet the objectives of the business.
  • Proficiency in project management methodologies and practices, with a proven ability to lead complex projects from inception to successful completion. A track record of effectively managing resources, timelines, and deliverables while maintaining a keen focus on strategic goals.
  • Curious mentality and able to bring fresh, innovative thinking into the business to improve service delivery, whilst keeping sight of the bigger picture and managing through ambiguity.

This vacancy is using Success Profiles, and will assess your Behaviours, Experience and Technical capabilities.
