Overview of Judicial HR

The Judicial Office (JO) is a unique place to work. Everything we do is in support of upholding the independence and impartiality of the judiciary. The JO reports to, and is accountable, to the Lady Chief Justice and was established in 2006 to provide support to her and to the wider judiciary following the Constitutional Reform Act 2005. In addition, we support, and are accountable to, the Senior President of Tribunals, whose responsibilities extend to Scotland and Northern Ireland. We work closely with HM Courts & Tribunal Service (HMCTS), the Ministry of Justice (MoJ) and others across Government as well as with the legal professions.

Judicial Office Human Resources (JOHR) places Judicial Office Holders (JOH) at the centre of our service, ensuring we are visible, proactive as well as responsive, and that we collaborate with colleagues across the JO, and beyond to ensure we provide judicial office holders with excellent HR support and professional expertise. JOHR supports the senior judiciary, leadership judges, and works in partnership with HMCTS and MoJ to ensure the Lady Chief Justice and the Senior President of Tribunals have a properly resourced, visible, and accessible HR service based on the needs of the judiciary.

Whilst part of the wider Civil Service HR profession, we are not a typical HR team in that we serve the needs of around 25,000 members of the judiciary who are office holders and not employees or Civil Servants. You will have the opportunity to work with the judiciary at all levels, which offers ample opportunity to broaden your skills and use your insights to be curious and creative about doing things differently within an environment of continuous learning.

The post holder’s role will sit within the Human Resources Business Partner (HRBP) Organisational Design and Development (OD&D) function.

Job description

The JO Organisation Design & Development (OD&D) service was launched in 2022 and offers expert consultancy to judicial leadership and those in service of the judiciary – the Judicial Office – to help them achieve the best fit between their strategic plans and their intended impact by optimising the people and systems that deliver those ambitions.

This is achieved by providing insights and interventions on:

  • Organisational design - such as functions, systems and processes - to align the structure of the JO with its strategy and objectives.
  • Organisational development - such as culture, capability, change, values and relationships - to optimise the performance of both judges and JO.

The work of the team is primarily commissioned within JO to either lead on behalf of, or contribute to, JO programmes/projects. Judicial leaders may also commission us to support their jurisdictions. The OD&D team may initiate projects itself, arising from our assessment of organisational needs. Our consultancy service aims to:

  • Strengthen the change-readiness of the judiciary in relation to strategic priorities such as the HM Courts and Tribunals Service Reform modernisation programme and One Judiciary
  • Align the JO to the evolving needs of the judiciary in our culture, capability and capacity priorities
  • Grow OD&D capability across the Judicial Office to enhance the effectiveness of all judicial initiatives.

This is a new role for the Judicial Office, created to meet the expanding work of the OD&. As a small team of two, you and the Head of Organisation Design & Development will have the opportunity to shape your role to best meet the needs of judiciary and judicial office. 

This role will suit a high calibre individual, who is comfortable working independently and capable of providing support and challenge to senior management and the senior judiciary.

Principle Responsibilities

  1. Provide OD&D advice, guidance and support through an internal consultancy approach to both senior judiciary and Judicial Office managers.
  2. Collaborate with Judicial Office members, external stakeholders and the judiciary to
    • deliver people-focused change initiatives, inputting on design, delivery and evaluation.
    • review systems and processes and identify ways to improve overall efficiencies.
  3. Gather and use evidence, analytics and benchmarking to inform work, and shape effective interventions. Evaluate the effectiveness of interventions and provide recommendations.
  4. Assist with the production of reports for groups within the Judicial Office, such as the Judicial Office Management Board/Judicial Executive Board, as and when required.
  5. Operate as an integral member of the wider HRBP-OD&D team, representing a seamless and professional HR service to the judiciary.
  6. Actively participate in the MOJ-wide OD&D Community of Practice to strengthen our collective and individual OD&D skills and capability.
  7. Keep abreast of key issues affecting organisational development and design and take steps to align our OD&D work accordingly.

Activities

  • Contributing to change/transformation initiatives across the judiciary and JO.
  • Delivering organisation design and development projects in conjunction with the team and stakeholders.
  • Engaging with individuals and teams/jurisdictions to identify potential efficiencies.
  • Designing and facilitating workshops that support organisational changes e.g., conducting consultation sessions, change impact assessments etc.
  • Conducting primary/secondary research, ensuring decisions are driven by sound data.
  • Building a collaborative environment whilst promulgating approaches and activities to colleagues for them to use in their everyday practises.
  • Designing and delivering interventions to build OD&D capability across the JO.
  • Analysing complex and sometimes conflicting data sets to reach a source of the truth, illuminating aspects of our people, costs and skills.
  • Producing resources that aid the delivery of design and development activities i.e., process, capability maps, role design.

Other Duties

This job description is a broad picture of the post at the date of preparation. It is not an exhaustive list as OD&D is and as it is a new role, responsibilities and activities will evolve according to changing business needs.

The job may require occasional travel to courts and tribunals locations and may involve some overnight stays.

Essential experience, skills and knowledge

Below are some of the core skills and experience that will need to be demonstrated by the successful candidate:

  • Understanding of organisation development/design approaches, methods and tools and how to apply them.
  • Effective project skills that enable you to achieve quality outcomes.
  • Skilful communication to engage effectively with stakeholders, managers and peers; speaking with credibility and authority; being a skilled influencer with an ability to confidently handle difficult conversations.
  • Collaboration to form strong working-level relationships with a range of stakeholders; sharing information, resources and support in a straightforward and honest manner.
  • Critical thinking to approach work objectively; reviewing and using data, gathering and interpreting information to inform approaches. Able to maintain and review the effectiveness of interventions and provide recommendations to ensure ongoing professional excellence.
  • Experience of managing change and supporting good practice change management.
  • Adaptability to deliver effective outcomes in an ambiguous environment.
  • Ability to understand the strategic picture and translate this into potential action/ interventions.

Location and working patterns

The OD&D Team is based in the Royal Courts of Justice (RCJ), London, WC2A2LL, and the Rolls building Fetter Ln, London EC4A 1NL. This role can alternatively be based nationally at our Leeds office. The successful candidate will be expected to spend at least 60% of their working hours in the office (this includes national travel where required). There will be a need to attend meetings with the judiciary (including in person at sites), with meetings often taking place before or after court (before 9.30am and after 4.30pm) so flexibility is required in the role.

Working Pattern: Full time and flexible working is available.
