Job summary

Information & Technology Services (iTECS) is a Division within Scottish Government and part of Digital Directorate. It is headed by the Chief Information Officer and has responsibility for:  

 

  • Delivering corporate ICT (Information and Communications Technology) (Information and Communications Technology) and information services for Scottish Government;  
  • Delivering shared ICT services (SCOTS Connect) to paying customers across the central government community in Scotland – shared services customers now make up around 50% of the 22,000-user base;  
  • Protecting Scottish Government’s information and ICT assets;  
  • Contributing to the delivery of Digital Public Services by ensuring that our people and businesses are making the most of the digital opportunity; and that ICT public services are customer-centric, collaborative, integrated, efficient, and continuously improving by making best use of digital technology. 

iTECS provides IT support services for over 100 applications used by the Scottish Government and its Agencies on the SCOTS network. The range of applications supported include critical corporate applications such as Oracle E-Business Suite (SEAS and E HR), Electronic Records and Document Management (ERDM), Time & Attendance system and Ministerial Correspondence Systems.  

 

The O2C (Tax & Cash Management) Lead role sits within a new Digital Operations team and reflects a change in iTECS responsibilities to provide technical and operational support to an expanding list of digital platforms and services, including the migration of the SG’s current HR and Finance systems to the Oracle Cloud/Fusion Platform.

Job description

HOW WILL I SPEND MY TIME? 

You will lead on all aspects of working within Oracle Cloud Solutions, Finance (O2C) Accounts Receivable (AR), Advanced Collections (AC) and Cash Management (CM). You will be responsible for liaising with respective subject matter experts within Finance to ensure appropriate technical solutions are configured, implemented, and tested in UAT (User Acceptance Testing) environments prior to sign-off and release to the production environment.  

You will liaise with other technical team members, Finance and Corporate Hub colleagues to ensure config changes, fixes and releases are deployed in a controlled, consistent manner. You will have line management responsibilities for others supporting ERP and EPM modules.  

You will also work closely with Oracle, creating and managing service requests as required to resolve issues as they arise. With existing digital skills, the postholder is likely to be, or quickly become, someone with deep Oracle Fusion ERP and EPM knowledge, focussing on Oracle Cloud Solutions, Finance (O2C) Accounts Receivable (AR), Advanced Collections (AC) and Cash Management (CM) modules in particular. 

  • Work within and manage a team of Oracle ERP and EPM module technical leads ensuring technical skills are developed and maintained to support Oracle Fusion. 
  • Build and maintain a deep understanding of Oracle Cloud Solutions, Finance (O2C) Accounts Receivable (AR), Advanced Collections (AC) and Cash Management (CM) modules with a view to providing technical and functional subject matter expertise.  
  • Work closely with the Technical Delivery Manager and other team specialists to ensure successful configuration outcomes and report progress for ERP and EPM support and development.  
  • Work with business leads to understand user stories and lead corresponding design, configuration & testing for enhancements.  
  • Manage and resolve incidents and work with Oracle and other third parties to resolve incidents as required ensuring ITSM tool is updated to reflect progress.  
  • Document technical and non-technical requirements and update configuration workbooks, standard operating procedures and other knowledge management articles as required.  
  • Support the Oracle quarterly change and release management process.  
  • Represent the Oracle Fusion technical team on various fora and boards as necessary, providing Finance (O2C) Accounts Receivable (AR), Advanced Collections (AC) and Cash Management (CM) expertise.

After a successful year you will have played your part in the successful launch of our new Oracle Cloud platform ensuring the support, development and maintenance of Oracle EPM and ERP is robust and well managed. You will have worked with business areas to define requirements and implement solutions and work with other Oracle Cloud technical team members and other stakeholders to ensure maximum value for money for the public purse.

REMOTE WORKING  

 

We operate a flexible location policy, with a contractual named base in Scotland of Saughton House (Edinburgh).  

  

Currently the team is working on a hybrid basis typically spending two days a week at their office. If preferred, you can of course spend more time working at the base office (or an alternative Scottish Government office subject to availability). Discuss preferences with line manager about balance of home/office working as there is flexibility. Commuting costs to the named base office are not reimbursed.  

   

While staff are assigned to the base office, there may be a need for travel to other Scottish Government offices/other locations depending on assigned work.
