Job summary

Our Corporate Transformation team are looking for an Oracle Cloud Product Owner to join them and help to deliver vital government systems.

The Corporate Transformation & Workplace Directorate sits within DG Corporate, a family of core services.  At the heart of DG Corporate is the newly created corporate Hub function which will provide ongoing support for many of the corporate services developed by our Corporation Transformation team for Core SG and public bodies!

We are transforming our HR, Finance and purchasing capabilities, enabled by the implementation of Oracle Cloud and are looking to build a team of experienced Product Managers to shape how we support the Oracle platform and ensure that all of the moving parts, changes, issues, upgrades etc. are managed effectively.

This new SaaS product needs to be supported by a new operating model, maintenance regime, and updates practices. Oracle Cloud will go through quarterly updates, with a repeatable process. All of these processes are new to SG and need to be developed, embedded and optimised so that the quarterly upgrade is manageable and not disruptive to business as usual.  

The quarterly update regime will draw upon many skills and capabilities.   The Product Managers will coordinate inputs and contributions of Finance, HR, Digital, Corporate Transformation and 3rd party services so that each update runs smoothly and there is no disruption to services. The big challenge is in helping the organisation build a way of working that becomes increasingly efficient, quarter by quarter.  There are many customers on the new Oracle Cloud platform, and we intend to expand the customer base in due course.  Eventually this team will also play a key role in customer on-boarding ‘projects’, with some potentially being quite significant in scale. This Product Manager role is critical to the effective management of the platform and acts as a pivotal component in the overall operating model.

DDaT Pay Supplement

This post attracts a £5,000 per annum pro-rata DDaT Pay Supplement after a 3 month competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

Job description

  • Ensures that we understand the product development roadmap, and the specific changes coming with each release.
  • Does an initial impact analysis of the planned changes, and coordinates feedback from business experts
  • Builds a repeatable ‘upgrade’ process, that is iteratively developed, improved and optimised quarter by quarter.
  • Assists with the development and maintenance of platform training content, in partnership with Directorates, and supports the ongoing use of Oracle Guided

Learning.

  • Performs regular review sessions, to identify opportunities for continuous improvement within the HR, Finance and purchasing platform, and then channel such ideas into the right process.
  • Works with Digital & 3rd party suppliers to specific changes, co-ordinate testing, and deployment etc.
  • Assists with facilitating a super user network, where we bring all the experts, their ideas and challenges together to feedback to suppliers. Looks to resolve issues proactively where possible.
  • Manages and develops a bank of test scripts, and automated testing regimes in partnership with Digital and 3rd party suppliers.
  • Helps assess the impact of change, and plays a key role in developing change plans and comms strategies.
  • Is central to planning and deciding how / when to change any component in the end to end architecture, to assess impact and change control.
  • Considers the training and enhancement management requirements of the product and maintains a backlog and schedule of enhancements for Oracle Cloud.

      Person specification

      1. Very comfortable in an ‘IT’ context – architecture, applications, integration challenges, SaaS solutions, change management etc and familiar with managing IT platforms / products in a constant iterative improvement / development environment
      2. Experience of in prioritisation and estimation techniques for effective management of product backlogs
      3. Experience of managing internal and external ICT delivery partners through system development lifecycles to deliver effective IT solutions that meet user’s needs
      4. Demonstrable Experience of product management as well as experience of defining, building and managing platforms
