Job description

The Detention Services Compliance Team operate within the IRC, ensuring that the Contracted Service Provider provides the required levels of service and care for the residents detained there, as well as oversight of all the operational activity.

This is an exciting opportunity to work in a fast paced and varied role. As an Operations Officer, you will be one of a team who monitor the standards within the IRCs and the performance of the IRC Supplier, ensuring effective delivery of contracted services. This is achieved by regularly walking throughout the IRC, interacting with IRC supplier staff and the detained residents.

You will be responsible for:

  • Monitoring contractual compliance, providing regular performance summaries and feedback to the Home Office Compliance Manager.
  • Managing the team’s shared inbox, responding to enquiries in a timely fashion.
  • Monitoring and reporting on the transfer of residents from the IRC onto their chartered removal flight.
  • Assisting in giving advice about the policies and procedures of the IRC to managers, including responses to parliamentary questions and other official correspondence.
  • Being available for an out of hours on-call service for Detention Operations rotated between team.
  • Assisting the Senior Operations Officer with the production of monthly reports that provide essential data and statistics relating to the IRC.
  • Ensuring Residents within the centre are provided with an effective service in line with Detention Services Performance Standards & Framework.
  • Monitoring the IRC Supplier’s compliance with the contract, ensuring that the site is run in a healthy, safe, and secure manner in accordance with relevant legislation. Providing regular updates to your manager.
  • Carrying out Immigration Enforcement’s statutory duties around the IRC, including authorising the use of temporary confinement or removal from association for residents as necessary.
  • Collecting, processing, and auditing complaints in line with the policy, working collaboratively with the complaints department.
  • Representing the Home Office at a range of meetings that include, planning in the difficult removals of residents, daily operational meetings, resident consultative committees, Independent Monitoring Board (IMB), security, healthcare, and safer community meetings.
  • Minute taking at some meetings (shared between the team on rotation).
  • Providing high-quality thematic reviews into contract delivery and dip sample reports on a range of areas enabling requisite assurance of contract delivery and adherence to policy.
  • Providing any other duties as required.

Person specification

We are looking for excellent communicators who can engage with colleagues of various grades and key partners (internally and externally).

You must be able to effectively manage and progress own work, ability to work to targets independently.

You must be physically fit as you will be required to complete Personal Safety Training that must be refreshed annually.

  • Able to work collaboratively with both internal and external partners to deliver work in a timely manner.
  • Good written and verbal communication skills.
  • Good organisational and interpersonal skills to manage your time to deliver a quality service.
  • Confidence to effectively engage with a variety of partners, utilising problem-solving skills with the ability to offer challenge whilst maintaining good relationships to achieve a shared goal.
  • An ability to interpret policy and guidance documents when reviewing the actions of supplier staff and processes.
  • Ability to work under pressure with minimal supervision, identifying key issues and acting quickly.

Desirable Criteria

  • Previous experience of working in a custodial environment.
  • Understanding of the Immigration processes.
  • Experience of contract monitoring/audit and assurance.
  • Ability to absorb and evaluate large amounts of information.

The sift will be held on the Lead behaviour Making Effective Decisions and the statement of suitability (personal statement).

The statement of suitability will be scored first for all candidates. Those candidates who achieve the minimum pass score for the statement of suitability, will progress to a further sift where the Lead behaviour Making Effective Decisions will be scored. These candidates will therefore receive a sift score for both elements.

Candidates who fail to meet the minimum pass score for the statement of suitability will not have their Lead behaviour Making Effective Decisions scored and will therefore only receive a sift score for the statement of suitability.

Annual Hours Working Allowance

We operate 24 hours a day, 365 days of the year. This role currently attracts Annualised Hours Allowance of 25%. This is to compensate for working shift patterns including earlies, lates and on call which may include nights.  Shifts can vary in length and can be up to 12 hours. Shifts can be changed or extended according to business need. The rate payable is dependent on location and role and is indicative of the shift pattern you will be required to work.

The higher the AHA, the more flexible you will be required to be. Please note that the allowance is subject to regular review and can go down as well as up. 

Age: These are shift working roles and so you must be at least 18 years or over to apply for this role. You will be required to work between 22.00 and 06.00, so this is a legal requirement. Part Time Working

Public and Personal Safety Training [PPST] – Level 2

These roles can be physically demanding and if successful you will be required to complete and pass specialist training including Public and Personal Safety Training [PPST] Level 2 which develops skills in personal safety such as tactical body positioning, breakaway, blocking and parry.

A formal offer will be conditional upon you being physically fit to undertake and pass the training.

You must be prepared to undertake regular refreshers of this. 

Flexible working
