The Operational Delivery profession helps Ofgem deliver its priorities by administering efficient and trusted services designed around user need; controlling and managing operational risk; providing assurance; and delivering improved outcomes for the customers, stakeholders and colleagues we support.


This opportunity will suit someone with previous experience of leading an operational team; who is adept at identifying and realising improvement opportunities; and who can get the very best from others. It’s a chance to work on one of our high-profile renewable energy schemes and playing your part in decarbonising the GB energy supply. As well as the day-to-day operational management of the team, you will also take primary responsibility for risk and issue management and reporting on KPIs. You’ll also have lots of opportunity to engage with internal and external stakeholders, representing Ofgem in a range of settings. It’s a role with a diverse set of responsibilities, working in a fast-paced environment.

Your experience in a similar operational setting will have helped to develop expertise in supporting, mentoring and performance managing teams, and you’ll have an informed appreciation of the need for excellent organisational and prioritisation skills. As well as proven skills in stakeholder management you should also offer proven expertise in managing risk and implementing improvements in operational processes.

Purpose

 

  • Lead multi-disciplinary teams in a specific work area in the context of operating in a Professions and Flexible Resourcing model.

 

  • Plan, oversee and deliver a set of work deliverables on time and to a high standard through effective project management and support of multidisciplinary team members.

 

  • Provide inclusive team leadership by supporting and developing team members and demonstrating commitment to Ofgem values.

 

Key Responsibilities

 

Delivery of set of team deliverables, and managing and co-ordinating successful outcomes across team members and collaborating teams

 

  • Sets clear and transparent work objectives, milestones and success metrics at team and individual level to oversee and co-ordinate successful team outcomes.

 

  • Collaborates closely with other teams to manage interdependencies, risks and resourcing to support portfolio delivery.

 

  • Jointly responsible with the PDL on welfare and pastoral care of all colleagues.

 

  • Demonstrates effective diversity and inclusive team management within their team and the wider organisation.

 

 

Key Outputs and Deliverables

 

  • Establish, develop and lead effective team(s) centred on delivering high quality services to customers and/or external service users.

 

  • Ensure effective prioritisation and use of people & resources including effective budgetary controls as appropriate including effective decisions.

 

  • Engage with external parties/relevant third parties through industry forums as well as internal colleagues in support of Ofgem activity which may include the regulatory compliance, enforcement and licensing teams.

 

  • Driving excellent customer service at a senior level, developing, leading and maintaining collaborative work processes that put the customer first.

 

  • Ensure that there is robust project and programme management of new initiatives, including robust risk management and assurance processes are fully embedded.

 

  • Develop operational performance measures, service standards and business plans in collaboration with other senior leaders, service users and agreed with funding partners (where appropriate). Implement and maintain effective monitoring and review of the team(s)’ performance against these measures.

 


Setting-up and leading high-performing team based on effective resource management, ongoing support and professional development

 

  • Manages effective and inclusive team resourcing and staff onboarding through close engagement with relevant Deputy Director, Workstream Managers, Heads of Professions, PDLs and HR Staffers to ensure best talent match to work needs.

 

  • Helps team members deliver by building supportive, inclusive team environment based on trust-based relationships, transparency and inclusivity.

 

  • Takes ownership for own and team members’ professional development by:

 

-         Providing ongoing coaching and identification of development opportunities in regular performance conversations.

-         Supporting team member’s performance evaluation through honest, fair, high quality 360 degree feedback to PDLs.

 

Professional Development Lead (PDL)

 

For those with the additional responsibility of Personal Development Lead, the remit will include but not be limited to:

 

  • Mentors and coaches staff on personal and professional development in line with the professional standards and behavioural framework for their profession.

 

  • Undertakes their PDL responsibilities in line with Ofgem's Diversity and Inclusion commitments, championing inclusivity in their approach.

 

  • Collates 360 degree feedback from staff’s colleagues in a thorough and timely manner holding colleagues to account for providing high quality feedback.

 

  • Assesses feedback against the behavioural framework and recommends overall performance rating to the Head of Profession based on sound, constructive and inclusive evidence.

 

  • Delivers high impact and empathetic performance conversations with staff for effective performance management including poor performers.

 

  • Acts as first point of contact in the event of deployment disputes prior to escalation to the Head of Profession.

 

  • Advises staff on deployment opportunities as needed.

 

  • Supporting deployment choices, as part of flexible resourcing.

 

  • Performance management and assessment.

Person specification

Essential Criteria: 


    • Operational Delivery expertise demonstrated by proven record of high performance and substantial achievements in past positions in operations and customer service management environment including delivering projects eg Verification / validation, customer service queries (Lead criteria).

     

    • Experience working collaboratively with diverse colleagues.

     

    • Track record in the public or private sector leading and delivering operations function whilst managing risk.

     

    • Excellent influencing and communication skills with the ability to deliver complex messages to a variety of audiences, including external stakeholders.

     

    • Leading, managing and developing multi-functional teams.

    Desirable Criteria: 


    • Develops, plans and delivers work outcomes, including clear and transparent work objectives, milestones and success metrics. Accountable for agreeing, managing and delivering budget and resource requirements.

     

    • Responsible for building and supporting the teams delivering the work including effective scoping of work and setting of clear responsibilities.
