Job summary

HSE has established a new Building Safety Regulator (BSR). It will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past.

This role will sit at the heart of the new Building Safety Regulator (BSR), leading on the development of operational data models generated across BSR in support of resource planning and cost recovery forecasting. The role will also lead on generating meaningful management information reports using a clear, consistent and standardised format, ensuring its’ integrity and providing confidence in BSR’s ability to report accurate and up to date operational information.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30hrs per week.

Job description

The Operational Performance & Modelling Subject Matter Expert (SME) will be responsible for overseeing the design, deployment and ongoing generation of reports in Power BI for all operational branches of BSR.  Initially the focus will be on measuring and amending modelled assumptions against reality, these will then cover tracking, reporting and monitoring of; availability; utilisation; productivity; and target completion. Significant liaison with Operational Leads across BSR is required to ensure each part of BSR is serviced with high quality management information and reporting.

The post holder will report directly to the Operational Performance & Modelling Lead and be instrumental in establishing the Operational performance reporting and management alongside BSR’s policy and operational leaders.

This is a new role and, during years 1 and 2, you will be expected to proactively contribute towards establishing the Operational Planning and Performance Management framework. You will be proactive in supporting the operational teams to have the necessary resource to uphold their regulatory duties.

From year 3, with the framework fully established, your focus will be more heavily based on refining the accuracy of the resource plan and ongoing continuous improvement of operations across BSR.

Key Responsibilities:

  • Construct, maintain, improve and regularly update a clear and user-friendly Operational Resource Forecasting Model, including scenario modelling of proposed changes to resourcing and the cost model.
  • Lead on the ongoing improvement of the resource plan through collaboration with Data Analyst colleagues within the Operational Excellence Team, as well as colleagues in both operational and regulatory policy teams.
  • Track, analyse and report on operational efficiency and effectiveness against KPIs including availability, utilisation, productivity and target completion.
  • Support the analysis and identification of performance issues, making recommendations for mitigation and/or resolution.
  • Assess and update the resource requirements for BSR operational functions through analysis and validation of modelled assumptions against actuals.
  • Monitor changes to resource and cost recovery model to assess impact and continue to inform operational decision making.
  • Support the development of a balanced scorecard approach to BSR Operations performance reporting to reflect different types of indicators of a high-performing operation.
  • Acting as a Subject Matter Expert, you will support the professional development of colleagues across the Operational Excellence Team and the wider BSR to understand the role of resource planning in tactical and strategic decision making.

The post holders direct reports will consist of 1FTE, consisting of a Data Analyst.

Person specification

Essential Skills & Criteria: 

  • Experience of design and implementation of resource modelling, forecasting and scenario modelling using Microsoft Excel in an operational environment.
  • Experience of leading and managing personnel including highly technical analysts involved with resource modelling/forecasting, data and MI reporting and analysis.
  • Experience in analysing, assessing and reporting on processes with a view to making recommendations based on ongoing continuous improvement.
  • Experience of designing training and sharing knowledge on best practice in data analysis, resource forecasting and reporting in an operational environment.
  • Experience of performance tracking against both assumptions and KPI’s in steady state.
  • Planning, co-ordination and organisational skills with the ability to meet challenging deadlines in an environment that is fast moving and subject to ongoing change.
  • Experience using Power BI, Dynamics 365, Microsoft SharePoint and Microsoft Excel
  • Developer level knowledge of Microsoft Excel (macros/VBA) and advanced skills in manipulate, manage, analyse and present data, including knowledge and experience with Pivot Tables, Excel Functions (such as VLOOKUP, HLOOKUP, INDEX, MATCH, COUNTIF, IF, etc).
