Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

This position is advertised at 37 hours per week

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. Job description

The Emergency Planning Department (EPD), delivers a Nuclear Emergency Response capability in accordance with the requirements of DSA 02 & 03 DNSR.  Additionally, EPD also provide the policy lead for HMNB Clyde on Business Continuity (BC) arrangements for the Naval Base Commander (NBC) business areas. 

You will be responsible for providing initial and continuation training to the Nuclear Emergency Response Organisation (NERO).  These will be in the form of one-to-one and group sessions, face-to-face and virtual (on-line) sessions and through table-top exercises or modular training exercises.

You will be required to provide assurance to your line manager of the resilience and sustainability of the Faslane NERO by confirming the availability of resources (People & Equipment).

You will ensure all nuclear emergency response facilities and support equipment on the Faslane site are managed and maintained at a constant state of readiness.

You will manage the Training Database NERO post holders, ensuring they maintain competence for their roles.

You will be responsible for maintaining the currency of documentation supporting Nuclear Emergency Response Arrangements (Plans) specific to Faslane, ensuring they are fit for purpose, accurate and meeting Defence Policy and Regulatory requirements.

You will provide support with the annual demonstration of the Faslane Plan by assisting with the planning and delivery of nuclear emergency exercises.

You will provide the focal point for business continuity matters and are required to chair the biannual NBC business continuity forum.  You will also be required to support the maintenance and review of business continuity documentation and NBC higher level business continuity & site recovery plans.


Person specification

Applicants are expected be able to identify and prioritise emergent issues, while maintaining the teams focus on routine outputs.  You should be able to manage and deliver multiple tasks against varying timelines.  Good interpersonal skills are needed as there is a continuing requirement for regular liaison with on-site and off-site stakeholders.  

You should have experience in conducting training and be competent in producing and delivering training presentations, using various mediums including MS PowerPoint and flip-charts.  Training sessions may be delivered to a broad range of personnel. This will include military, civil service, industrial partners and external stakeholders, across all grades and ranks, therefore it is essential you are a confident presenter.

Proficiency in MS Word, MS Excel and MS PowerPoint is also essential and an understanding of MS Visio, MS Project and MS Forms would be beneficial.

You will be required to gather and analyse feedback from training sessions and exercises which can be used to produce learning points to promote continuous improvement.

Having a background in, or experience of business continuity and resilience is desired.
