Job description

As Northwest Programme Manager, you will help manage a programme of highly complex rail infrastructure projects, supporting the sponsorship and delivery across Greater Manchester and the wider North West.

In this role you will lead a new project management office function within the team, integrate with wider PMO teams, and shape and define this area of work.

You will join our friendly and committed team, focused on improving the experience for rail passengers in the North of England and ensuring value for money for the taxpayer. This role provides exposure to collaborate and build relationships with statutory bodies, local authorities, and delivery partners such as Network Rail, as well as colleagues across the Department’s Rail Groups.

Your key responsibilities will include:

  • Developing and establishing the PMO, its reporting requirements and activities to ensure robust oversight and challenge of the £1bn Manchester Programme and other programmes in the region.
  • Identifying and managing dependencies and interfaces between the Manchester programme and other major schemes across the North West.
  • Collating, analysing and challenging financial and performance data on projects and programmes and reporting to colleagues and senior leaders to ensure effective management of the programmes.
  • Leading the analysis of project data to track and report the programme against its milestones.
  • Leading on capturing lesson learnt from projects across the North West and ensuring these are presented to the team and implemented.
  • Assisting with the day-to-day clienting of rail schemes, and driving successful delivery of outcomes to time, cost, and quality.
  • Collaborating with colleagues across DfT Rail, analysis, and delivery partners on developing business cases for your projects, obtaining investment decisions from boards, and ensuring benefit realisation for projects once closeout is achieved.

Person specification

About you

You will be a Project Delivery professional with experience of leading, managing or sponsoring large scale projects, and working within a PMO environment understanding the various roles and disciplinaries.

You will demonstrate excellent analytical skills and a deep understanding of project/programme data and will have the ability to effectively interpret trends and provide reports and recommendations.

You will display excellent interpersonal skills, with the credibility to challenge effectively to gain consensus to support decision making. You will confidently engage at all levels to build trusted relationships with a range of diverse partners, be comfortable using a range of communication channels and display quality drafting skills.

You will apply a flexible working approach to adapt to changing priorities and to deliver within timeframes. You will have a willingness to further develop your skillset to suit the needs of the role and the Department.

Additional information 

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance. 

Occasional travel to visit key partners and sites in the North of England may be required. 

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement, for the successful candidate to be able to work at least 28 hours per week.
