Job summary

DE&S Deca is a specialist part of Defence Equipment & Support (DE&S) tasked with supporting a vast range of Defence avionics, electronics and components to provide high-quality, cost effective support to the UK Armed Forces. The role will require you to undertake management of the Bid Management Team, you will be responsible for the production of bids/proposals and implementations to ensure they meet the business and customer requirements for cost, quality, timeliness and innovation.

Being mindful of the scrutiny on Public Sector pay and in accordance with Civil Service Terms and Conditions, salary on appointment is normally at the minimum point of the salary range and this should therefore be the expectation. Existing Civil Servants will be appointed in line with the normal Civil Service pay rules.

Job description

As the New Service Provision Manager your main duties are as follows:

  • To lead the New Service Provision (NSP) Function through ownership of the NSP end-to-end process to manage the winning of new work into the business.
  • Management of the NSP process from capture planning to product launch and influence on all DE&S Deca processes that support the overall NSP process, managing reviews, associated amendments and communication to the business.
  • Management of the Bid Managers, responsible for the production of bids / proposals and implementations to ensure they meet the business and customer requirements for cost, quality, timeliness and innovation
  • Ensuring the NSP Demand Forecast of future work hours is captured and inputted into the Sales & Operations Planning process.
  • Working with the Demand Manager, undertaking assessment of previous NSP Demand Forecast of hours to drive future improved forecast accuracy.
  • Accountability for the order intake and bid tracking database being maintained, producing accurate management information.
  • Leading continuous improvement activities that assess overall NSP process effectiveness, accuracy, and win rates and manage team implementation of process improvements & improved KPI performance
  • Ensuring management of all project and financial risks, identified and managed and communicated to all stakeholders.
  • Accountable for the effective management of the contract by ensuring team delivery of the following:
    o DE&S Deca compliance of all aspects of the contract.
    o The delivery of Reports to meet the customer requirement.
    o Research and monitoring of existing client base and industry developments to identify potential new product opportunities
    o Liaison with the Customer/DE&S Deca stakeholders to select and identify new product opportunities for progression. Liaise with other DE&S Deca departments to take these selected opportunities forward and establish a design, technology, product development, and vendor strategy.
    o Management of all external and internal customer and stakeholder relationships, with effective communication and information exchange at all times.
    o Production of project budgets and producing financial analysis reports for stakeholders.
    o Submission of all invoices, at the correct time supporting DE&S Deca being paid on time and in full.
    o Sets performance standards for everyone in the team aligned to business plans, goals and required behavioral standards and levels of competence, continuously monitors and appraises performance.
    o Raises productivity through the performance of the team – motivating, coaching, developing, supporting and dealing with underperformance issues.

Person specification

Essential Criteria:

• Knowledge of product development and new product introduction process, product lifecycles, bid management, project management and stage & gate processes.
• Excellent organisational skills with the ability to prioritise and operate strategically.
• Proficient IT skills – MS Office and other IT software packages (Intermediate to Advanced MS Excel skills)
• Demonstrable experience leading teams to meet targets/deadlines.
• Costing and/or Pricing with an understanding of commercial & financial business control principles and risk management.
• Higher National Certificate or equivalent including Commercial, Business, or Finance disciplines.
• Excellent communication skills, experience in delivering presentations to all levels, and an ability to develop working relationships with internal and external stakeholders and customers.
