Navy Infrastructure is based at Navy Command HQ (NCHQ) in Portsmouth, with offices at HMNB Devonport, and RNAS Yeovilton.  Other locations will be considered, and wherever you are based, flexible and remote working is encouraged. This role will require frequent travel to Navy sites in the UK, including regular visits to NCHQ.   

About Navy Command 

NCHQ is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy. The NCHQ supports all the Royal Navy’s activities from front-line operations to personnel support and training, infrastructure support, finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil Servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in different disciplines, from infrastructure support, finance; legal services; personnel and HR; project planning and managing contracts, to media and communications

Job description

The Navy Command Infrastructure team is focused on improving the experience of the military, civil service and industry partner staff who live, work, train and operate from the estate.  We do this by providing the advice required to make quick decisions and then driving through to pacey delivery.  This requires a collaborative approach with colleagues elsewhere in the HQ, at Navy establishments, in the Defence Infrastructure Organisation, and from our industry partners.  And a Continuous Improvement mindset too. 

Headed by a Navy Commodore (1*) the team is mainly civil service with a smattering of Naval Reserves.  In common with other areas of the HQ, the Infrastructure Team is shortly to adopt Agile/Scrum ways of working.  Training for this will be provided – in fact all team members are encouraged to allocate 10% of their time to personal and professional development. 

HQ team are looking to recruit Infrastructure delivery and asset manager (IDAM) to supplement the current team. The IDAM role combine elements of the perhaps more familiar Capability Manager and Requirements Manager.  Those already in post describe the role as responsible, varied, engaging and fulfilling.      

This IDAM post has three core deliverables:  

Delivery of Minor and Major Projects requirements >£1m, from Concept, through Delivery, to Completion via the Defence Infrastructure Organisation (DIO) supply chain. Working with the End User and DIO, this is the lead for requirement setting, owning and updating project artefacts (User Requirements documents, Strategic Outline Case, Integrated Assurance & Approvals Plan (IAAP), Business Case etc), performance reporting, risk management, and the delivery of benefits of the infrastructure change programmes on handover to the customer. As part of an integrated project team, the IDAM assist in defining, developing and delivering military Infrastructure requirements arising from prioritised Statements of Need (identified capability gaps or opportunities), ensuring that they are taut, aligned with policy, and engineered to deliver value for money.  
  

The HQ IDAM role is responsible for updating and managing the Infra line of development for Capability Boards, and Equipment Programmes e.g. Type 26, MHC, FSS etc This entails significant engagement with Senior leaders across the Command and other  Top Level Budgets (TLB’s) to positively challenge the Performance, Time, Cost and Risks to ensure the Infrastructure Line of Development (ILOD) is represented to the various Navy Command Senior Responsible Owners (NC SRO’s.)  

Supporting and leading on development and delivery of Asset Management principles across the entire estate within all aspects of work. Along side this, being the Sustainability lead for the Naval Infrastructure enterprise, working with other TLB’s, Financial Military Capability (FMC), DIO, and external industry partners to provide direction and guidance to all Navy Estates teams and to assist the HQ Strategy team in embedding Net Zero and Sustainable delivery in the strategic headmark.
