HMS Excellent is home to the Naval Headquarters and front-line training units. Based on Whale and Horsea Islands, in Portsmouth Harbour, it successfully blends heritage and history with a modern and progressive outlook. HMS Excellent is a unique shore establishment which has its roots in more than 100 years of naval history. It is home to the modern Navy Command Headquarters in Leach Building, plus training sites that prepare personnel for life at sea or deployed operations, such as the Defence Diving School, and the Phoenix Damage Repair Instructional Unit.

This position is advertised at 37 hours per week.

Job description

The Navy Health, Safety and Environment Protection Administrator for HMS Excellent is an exciting and key safety enabling role within a compact Health Safety and Environmental Protection Team. They will provide administrative support to the Health and Safety and Environmental Protection Team by maintaining all the health and safety databases, liaising with lodger units on variety of health and safety matters and control the teams Microsoft SharePoint and website. They will also assist the teams Safety Equipment Maintainer in their duties; including weekly fire alarm tests and maintaining first aid firefighting equipment.

The key responsibilities of the post are –

  • Provide general administrative support to the EXC HSEP as requested by HSA.
  • Provide administrative support to HSEP meetings including but not limited to; the HSEP Committee and the Building Managers Working Group. To include booking rooms, collating, and sending meeting packs and taking and distributing accurate minutes/ROADs.
  • Distribute safety alerts and notices to the Building Managers, Lodger units and HSEP team and assist with internal communications.
  • Maintain the EXC HSEP web pages on MODNET, working with page owners to ensure they are accurate and creating new pages upon request. To include updates to the Building Manager list.
  • Maintain the EXC HSEP SharePoint and SharePoint Ltd on MODNET, creating new Document Libraries and ensuring they are compliant with JSP 440.
  • Determine stationery requirements for EXC HSEP and submit regular orders.
  • GPC holder for the EXC HSEP ensuring correct process is followed and value for money is achieved.
  • Personal Loan Record (PLR) duties.
  • Collate all HSEP Self Surveys and hastening all that are out of date.
  • Procures and issues all memorandums of understanding for Commanding Officer.
  • Incorporates any changes into Establishment Standing Orders
  • Inputs all accident and incident data to the NLIMS team keeping site spreadsheets up to date.
  • Maintain central records of test, maintenance, and visual examination.
  • Report any faults identified during weekly fire alarm call point testing to the RPC help desk and Building Manager/custodian.
  • Liaise with building managers/custodians to remind them when their next fire evacuation exercises are due.
  • Support the Safety Equipment Maintainer in their duties; including conduct weekly fire alarm tests and extinguisher servicing.
  • There is a requirement to drive due the establishment being split between two islands.
  • To report any health and safety matters to their line manager.
  • Act as first aid cover for events such as fireworks night, families day etc.
  • Complete any appropriate or related work as required by their Line Manager to meet the business need.
