Job description

The Devonport site is a strategic Defence asset as an Operating and Support Base for the Royal Navy and Royal Marines, delivering and enabling a range of direct and indirect support services for the Naval Service. Comprising HMS DRAKE, significant industrial facilities and a range of military and non-military lodger units of which, defence Equipment & Support, Submarine Delivery Agency, Flag Officer Sea Training are the most substantial. It is supported by a number of key Industry Partners including Babcock, Mitie and Serco. The Devonport site is characterised as a Base, Barracks, Port Dockyard.

The Naval Base Commander Devonport is responsible for providing a World Class, Secure, Safe, Integrated Operating and Support Base for the Royal Navy; his mission is supporting the Royal Navy Worldwide from Devonport. A key part of this responsibility is the support to the submarine programme and the provision of the Nuclear facilities which are regulated by the Defence Nuclear Safety Regulator (DNSR) under DSA02 safety regulations to achieve Nuclear Authorisation.

The Senior Site Engineer is responsible for acting as: the Nuclear Safety Assurance Intelligent Customer for contracted services provided under the Future Maritime Support Programme; the point of contact for Industry Partner Safety Improvement Programmes; providing support to the Nuclear Engineering Safety Committee, including the nuclear safety engineering assessment of documents, concessions and design changes, and is the subject matter expert for Organisational change and capability where this may have an effect on the Nuclear Baseline.

PRIMARY RESPONSIBILITIES

To enact the role of the Devonport Nuclear Safety Assurance (NSA) Intelligent Customer (IC) on behalf of the MOD as the contracting Authority delivered by any Industry Provider. To maintain technical competence, to set the requirements in liaison with NSA Subject Matter Experts and understand the relevant areas of the Future Maritime Support Programme (FMSP) contract. Act as co-ordinator and first point of contact within the NSA area for all matters regarding FMSP and any replacement contract on behalf of Dep Hd NSA.

To act as point of contact for Industry Partner Safety Improvement Programmes (including, but not limited to Asset Management Programmes, Nuclear Safety Improvement Programmes etc). This is to include liaison with relevant Naval Base departments as required.

To be the nominated BNSO Nuclear Engineering Safety Committee (NESC) representative and support the review of Nuclear Safety Related technical documentation.

To be the Naval Base SME for Organisational change and capability where this may influence the Nuclear Baseline.

To manage the NBC/DRDL interface by facilitating the nuclear interface arrangements, particularly in support of Nuclear Training.

To manage the Nuclear Baseline.

To be the Lead Sponsor for Authorisation Condition Compliance Statements (ACCS) 10, 12, 26 and 36.

To provide technical and nuclear safety case comments and Safety Management Arrangement information and support to the Babcock management safety committees as required and to be the Deputy MOD representative on the Babcock Management Safety Committee in support of Further Authorisation Condition 1.

To provide support to the Nuclear Emergency Arrangements as part of the Nuclear Emergency Response Organisation in a duty roster as agreed with the Line Manager.

PRE-JOINING ESSENTIAL TRAINING

7+ years of experience of working in the Nuclear or High Hazard Industries

The successful candidate will be able to demonstrate a breadth of experience in:

  • Safety Management and Engineering.
  • Operations.
  • Organisational Management and Change.

POST JOINING ESSENTIAL TRAINING

  • Nuclear Warship Support Course (NWSC) or equivalent.
  • Mandatory Training: security, information management, unconscious bias, equality and diversity, DSE and DSAI.
  • Local Emergencies Procedures Course
  • Nuclear Emergencies Procedures Course
  • Nuclear Safety Case Methodologies Course
  • Lead Auditors Course
  • Change Management Practitioner Course

The NWSC is currently delivered at HMS SULTAN in Gosport, Portsmouth therefore travel will be required to attend.

To be considered for this role you should possess:

Minimum UK Regulated Qualification Framework – Level 6 qualification, preferably in a related subject to the role or lesser qualifications with extensive relevant experience.
