Job summary

Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth, is the nerve centre of the Royal Navy. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy. NCHQ supports all the Royal Navy’s activities from front-line operations to personnel support and training, infrastructure support, finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Job description

This is an exciting opportunity for a motivated, dynamic individual to bring energy, enthusiasm and commitment to the team; who is capable of managing and prioritising a busy and demanding portfolio, with a clear focus on attention to detail and a proven track record of meeting demanding timelines. The RN Disclosure Cell is part of the Service Complaints & Litigation function.

Responsible for overseeing and actively enforcing the statutory compliant disclosure of personal data for serving RN/RM personnel, veterans and other third parties in accordance with provisions of the General Data Protection Regulations (GDPR) and Data Protection Act 2018 (DPA18), Common Law and the Human Rights Act 1998 (HRA). The data range managed is extensive covering the period 1929 up to the present day and compasses physical documents, electronic data and microfiche held in various physical locations.  The post is to oversee and manage an administrative regime and processes that delivers legally compliant disclosure of personal data to serving, veteran, and other third-parties.  Additionally, they are to oversee and maintain a robust and auditable process to identify, retrieve and legally disclose personal data within statutory timescales. This position has line management responsibility for 2x E1s and their development.

Person specification

  • To oversee the processing of Subject Access Requests (SARs) and Post Service (PSR’s) and other third-party enquiries on a daily basis in accordance with the Data Protection, Human Rights acts and to (i) ensure legal compliance (ii) meet the statutory processing deadlines of 28 calendar days.
  • Lead the day-to-day management, administration and processes of the Naval Service Disclosure Team work (SARs/PSRs), which comprises: case allocation; setting priorities for ongoing casework; guidance and instruction to team members; taking responsibility for and dealing with any complex contentious issues arising from the daily casework; assess what, if any, information requires redaction in accordance with GDPR/DPA18 legislation.
  • Line management of 2 E1s. Their management and development.
  • Responsible for the provision of monthly statistical data on Disclosure (SAR/PSR) outputs to ensure the Teams’ performance is meeting its legislative and statutory business outputs Leading the reviewing and refining of disclosure processes and procedures (consulting across MOD where/when appropriate) to ensure that they remain up-to-date and that agreed legislative timelines continue to be met.
  • Hold a small caseload of complex SARs
