The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.

The Clyde Capital Works Programmes comprise new build facilities and refurbishment to support current and future operations on His Majesty's Naval Base (HMNB) Clyde. This includes Government Major Programmes & Projects. This is an exciting time to join the team, the delivery environment is both challenging and rewarding. 

We are seeking a motivated and energetic Programme Controls Officer. The candidate will provide robust reporting and management information. As Programme Controls Officer, you will ensure that the projects within the programme remain within their approved time and cost envelope, ensuring that the programme remains aligned to the strategy and affordability.

This position is advertised at 37 hours per week.

Job description

  • Collating programme performance metrics from various data sources to report against cost, schedule, milestone delivery and other Key Perfromance Indicators (KPIs) and may support the facilitation / chairing of meetings. 
  • Carrying out trend analysis of programme KPIs and deep dive activity to enrich programme performance information. 
  • Presenting programme performance data and analysis to the Project Manager or Deputy Head, advising root cause analysis and recommend actions to correct programme performance issues. 
  • Providing support to the Project Manager/Deputy Head to manage cost, schedule and quality with associated data and metrics where required, as well as support to resolve emergent project issues and mitigate risk. 
  • Processing cost and schedule information on projects, including reviewing contingencies. 
  • Support the function Programme Controls Lead in the development of specific approaches, implementation, and communication across the Directorate.
  • Support the Delivery Manager in the management of the Develop Business Process 0, Programme Resource profiling and other Directorate specific project delivery activities.
  • Support the development of a credible and workable governance structure to promote successful outcomes, including Governance Battle Rhythm, Terms of Reference development, stakeholder engagement matrices.
  • Support assurance activities for the Senior Responsible Officer, that all project documentation is fully aligned to the key delivery milestones, and that information will be gathered from all parties to enable critical business decisions to be made.
  • Support all scheduling activities including development of the schedule on Project Online (POL), key milestone maps or critical path networks, facilitating Planning & Dependency workshops.
  • Support all Risk & Issues Management activities including development risks & issues on POL/Secret, undertaking regular risk reviews and updates to the data held.
  • Support all POL activities, ensuring information is up to date and accurate as well as upskilling delivery team members on specific aspects as required.
  • Support the development/provision of information in support of all Programme/Project reporting requirements for Governance Boards and internal reporting activities both OS and Secret, including development of Board materials and undertaking the Secretariat function as necessary
  • Support the Programme/Project Manager with situational awareness of current performance and any future issues that will prevent project delivery/progress.

Person specification

Experience: 

  • Excellent understanding of Project Controls processes including Project Reporting, Cost Management, Scheduling, Risk & Opportunity Management and Baseline Change Management.
  • Experience in using Project Controls toolsets for reporting such as; Sharepoint, PowerBI, Risk Hive, and ERM.
  • Ability to interpret and analyse multiple data sources of management information and present to senior stakeholders with recommendations.
  • Experience in problem solving including root cause analysis to support effective programme issue resolution.

Desirable:

  • Experience of Project Controls in large complex Programmes.
  • Experience of coaching others in project controls methodologies.
  • APM-Q or PRINCE2 or relevant degree qualification.
