Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Commando (Cdo) Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB (Top Level Budget) and comprises both Faslane and Coulport sites.

HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. Royal Naval Armaments Depot (RNAD) Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

The position is advertised at 37 hours per week.

Job description

The Port Operations Manager (POM) is responsible to the Kings Harbour Master Clyde (KHM) for the planning and execution of all Port Operations, including movements and harbour operations, ensuring that safety, environmental and commercial guidelines are incorporated in the delivery of the service. The POM will oversee the delivery of Harbour Control (VTS) and its associated activities, policy and personnel; in addition, the POM will act as the line manager for the Admiralty Pilots and the Harbour Planning Manager.

The POM will be the lead for all seamanship and local navigation advice as it applies to the port, ensuring that base-ported and visiting port units are briefed as directed and that local navigational acquaints are provided. As a senior manager in a small specialist team, you will manage and deliver the Harbour Control (VTS) and Harbour Planning Service (Movements and Operations) within the Clyde Dockyard Ports; you will also act as a Head of Department working to the King’s Harbour Master. 

•    As an experienced mariner you will act as the focal point for specialist advice regarding operations, navigation and seamanship, liaising with port stakeholders on behalf of KHM Clyde. 
•    You will be expected to manage and oversee the provision of the Admiralty Pilotage Service in liaison with the senior watch pilots; to include training, allocation, performance assessment, and experience. Provision of Pilotage advice will remain with the qualified All Ships pilots.
•    Candidates will be expected to demonstrate relevant marine experience at the Command/Chief Mate level, to include ship-handling, navigation and seamanship.
•    You will act as the lead for key port projects.
•    You will act as a line-manager to 8 personnel and be required to undertake relevant specified training courses, including those necessary to qualify as a Duty KHM.

Person specification

You will hold an STCW 11/2 Master’s/Chief Mate’s certificate of competency (or RN equivalent Command Qualification 1 CQ1) and a full UK driving licence.

Evidence of qualification will be required at interview. 

All qualifications/licences declared must be held at point of application and if applicable be in date. Equivalent Qualifications will not be accepted.
