Job summary

The Navy Acquisition Division manages the Navy’s major acquisition programmes. Programmes are grouped into Programme Management Offices according to the capability being delivered: Ships Acquisition, Equipment & Systems Acquisition, Future Support Acquisition, Future Commando Force or Defence Marine Services (Next Generation).

Future Support Acquisition (FSA), as an integral component of the Directorate of Naval Acquisition, are the TLB’s Support Solution specialists responsible for four principal functions which shape the support acquisition portfolio:

  1. Future Support Strategic Planning
  2. Future Platform Support Solution Design & Implementation
  3. Future Support & Enablers Programme Delivery
  4. In-Service Support Programme Sponsorship & Performance

Delivering these responsibilities, Deputy Director FSA is the Navy Command SME and policy lead for Support Solutions.

Working across NCHQ at Portsmouth, DE&S and SDA at Abbey Wood and MoD HO in London, the Naval Support Integrated Global Network (NSIGN) Capability Manager (Submarines) operates as part of the NSIGN leadership team comprising capability and programme managers who are central to the maritime support enterprise framework that will deliver and sustain the RN’s operational capability and outputs safely and with certainty. The NSIGN leadership team works closely with Navy Command Delivery Agents, predominantly DE&S, SDA, and external support partners, to deliver the future platform support arrangements for ships, submarines and naval bases providing Navy Command with certainty of delivery for operational availability, value for money, and improved enterprise resilience.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Job description

The B2 NSIGN Cap Mgr (Subs) role provides input to and assurance of the development and implementation of the NSIGN Subs Support strategy and related Naval Base (NB) enabling services. Key to the success of this role will be the ability to work collaboratively on behalf of the NC Dir SM Requirement Owner, and alongside the SDA NSIGN Subs and associated NB project teams delivering cohered, aligned, and optimised Sub support arrangements from 2026 onwards. In the context of delivering improved Submarine availability and sustainability, this role will be the SRO’s day-to-day interface with the Submarine Availability Programme (SMAP). The key responsibilities of the role are:

 1. Provide NC day-to-day point of contact and interface for SDA on solution design, development, and implementation of the NSIGN Subs project.  

 2. Work with NC DSM team, SDA Subs project, and NB Clyde and Devonport leads, to agree scope, assumptions, interfaces, and governance for NSIGN Subs    project.

 3. Work with NC Requirements Mgr, NC DSM and SDA Subs project team, to capture, prioritise and endorse the NC Subs User Requirements.

 4. Support NSIGN Acceptance by developing and agreeing Measures of Effectiveness (MoEs) and Measures of Performance (MoPs) for NC Subs User                         Requirements. 

 5. Provide day-to-day support to NSIGN Subs project, including first point of contact on all matters relating to NC requirements, acceptance, and transition to                 service.

 6. Establish links with NC Cap Dev & Infra DLOD for NB KRD and NB 3+ Model and agree NSIGN Subs dependencies.

 7. Understand NSIGN Subs project scope and support strategy, and translate implications for NC DLODs, Requirement Owners and Stakeholders.  

 8. Lead on identification and agreement of NSIGN Subs project benefits, producing the benefits network in accordance with NSIGN programme direction.

 9. Support the wider NSIGN Programme by providing updates and support to the NSIGN PMO.



Person specification

It would be desirable for a candidate to have the following skills/experience; however, these are not essential:

 Experience:

  • Competence and experience of organisational leadership and line management, preferably of UK civil servants and military personnel
  • Ability to influence and manage stakeholders at all levels of business
  • Understanding of Def Acq programme delivery and requirements management, preferably within a MoD capability management environment
  • Working knowledge and understanding of operational maritime support delivery, preferably within RN, MoD Delivery Agents, or Naval Base environments

 Technical:

  • Competence and experience of successful Defence Project and Programme management, preferably within PRINCE 2/APM-P/MSP Practitioner disciplines

 Strengths and Ability:

  • Judgement/reasoning competence and personality characteristics as appropriate for MoD Civil Service Band G7/B2.
